In Almaty, under the chairmanship of the Minister of the Internal Affairs of the Russian Federation, General of the Police of the Russian Federation Vladimir Kolokoltsev and the Minister of Internal Affairs of the Republic of Kazakhstan, Colonel-General Kalmukhanbet Kasymov, a meeting of the Joint Collegium of the Ministries of Internal Affairs of the Republic of Kazakhstan and the Russian Federation was held.
Opening the event, the Chief of the Ministry of Internal Affairs of Russia stressed that the interaction between the ministries of the two countries is developing in all directions and in various formats: both at the level of ministries and between their territorial bodies. Substantial experience in solving actual problems of struggle against crime has been accumulated. An important role here belongs to the Joint Collegium of the MIAs of Kazakhstan and Russia.
In the course of the discussion, the parties considered the issue of cooperation in countering criminal encroachments on transport vehicles. In Russia, about thirty thousand thefts of vehicles are registered every year. A certain part of them is legalized outside the country. “Thanks to the measures taken in recent years, it has become possible to significantly decrease the number of such thefts and hijackings, as well as to increase the level of solving such crimes,” said Vladimir Kolokoltsev.
Together with colleagues from the Ministry of Internal Affairs of the Republic of Kazakhstan, targeted efforts are being made to identify and suppress the activities of both organized criminal groups and individual citizens engaged in criminal auto business. There is a constant exchange of relevant information. Legal assistance in criminal cases is provided on a reciprocal basis. In the border regions, coordinated operational-search and preventive measures are being carried out to search for stolen transport vehicles, block the channels for their sale and legalization, and identify the persons involved.
“Within the framework of cooperation with Kazakhstan’s partners last year and the first half of this year, about 80 people were brought to criminal responsibility for these acts,” specified the Minister of Internal Affairs of the Russian Federation.
The participants paid special attention to the state and prospects of the development of technical and forensic support for investigating and solving crimes.
“In Russia, at least every third crime is solved with the direct participation of police experts. They annually make about one and a half million forensic examinations,” said Vladimir Kolokoltsev.
Crime is increasingly becoming transnational in nature, thus the work of criminalists predetermines the need for joint activities with foreign counterparts. Russian and Kazakh police attach special importance to the exchange of national forensic registers data and practical experience and to the methodological assistance in conducting research and training of highly qualified specialists in this field.
According to the Chief of the Russian MIA, a significant potential for the development of interaction between law enforcement services of Russia and Kazakhstan exists in such promising areas as DNA analysis and genomic registration.
