Aleksandr Gorovoy took part in the XVII meeting of the Interstate Interdepartmental Working Group on the Development of Recommendations for Conducting a Coherent Migration Policy

In the city of Brest (Republic of Belarus), the seventeenth meeting of the Interstate Interdepartmental Working Group was held to develop recommendations for conducting a coherent migration policy.
The Russian delegation at the event was headed by First Deputy Minister of Internal Affairs of the Russian Federation, Colonel-General of Police Aleksandr Gorovoy, and the Belarusian delegation – by Deputy Minister of Internal Affairs of the Republic of Belarus, Major-General of Militia Nikolay Melchenko.
During the meeting, the parties discussed the implementation of the Plan of the Formation of a Single Migration Space in the Territories of the States Parties to the Treaty on the Creation of the Union State for 2017-2020.
At the expert level, a draft Agreement was coordinated between the Government of the Russian Federation and the Government of the Republic of Belarus on mutual recognition of visas and on other issues related to the entry of foreign citizens and stateless persons on the territory of the States Parties to the Treaty on the Creation of the Union State.
This Agreement is intended to regulate the procedure for crossing the internal border of the Union State by citizens of third countries who have arrived under the visa procedure to the territory of Russia or Belarus, as well as the transit through the territory of the states.
In addition, the parties confirmed their readiness to start developing the Concept of the migration policy of the Union State. Shortly before the meeting, a joint order was signed on the establishment of a respective working group. Along with that, Aleksandr Gorovoy informed that on October 31, 2018, the President of the Russian Federation had approved the Concept of State Migration Policy for 2019-2025 and the Plan of measures for its implementation will be developed soon.
Also in the course of the meeting, the issue of amending the existing Readmission Agreement was considered. The participants exchanged information on the measures taken to counter illegal migration and noted the effectiveness and high level of training in conducting preventive measures and special operations.
The parties agreed to take the necessary measures for signing the draft Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on information interaction and the exchange of information in electronic form on matters relating to the competence of the internal affairs bodies. The next meeting of the working group is scheduled to be held in the first half of 2019 in the Russian Federation.
