Russian MIA delegation visited China to take part in railway transport safety seminar

In December 2018, representatives of the Russian MIA General Administration for Transport, the Russian MIA General Administration of Internal Security, the I. D. Putilin Belgorod Law Institute of the Russian MIA, the Russian MIA Administration for Transport for the Far Eastern Federal District, the Russian MIA Administration for Transport for the Siberian Federal District, the Zabaikalye and East Siberian Linear Administrations for Transport of the Russian MIA visited the People’s Republic of China (Zhengzhou, Henan Province) to take part in the seminar on railway transport safety and learn about organization of work of the Chinese police divisions dealing with transport safety and ensuring public security on high-speed rail transport.
The seminar was held at the premises of the Railway Police College that consists of nine departments and is the only higher education institution in China preparing railroad policemen.
In the course of the meeting, both parties stressed the need to develop the following areas of collaboration for protecting railway transport facilities: exchange of best practices and information about legal frameworks, analysis of risks and measures being implemented in response to terrorist attacks.
Chinese policemen demonstrated technical resources used by police patrols, their outfit, communication devices and personal protective equipment to the Russian colleagues. The parties discussed the prospects of development of information systems of biometric identification and video surveillance.
Within practical cooperation in the area of protection of railway transport facilities against acts of unlawful interference and exchange of national experience, the Chinese party suggested devising a comprehensive plan of joint events aimed at preventing thefts in the course of cargo transportation between Russia and China.
Chief of the Administration for Public Order Protection of the Russian MIA General Administration for Transport Police Colonel Y. Gruzdev who headed the Russian MIA delegation thanked the Chinese colleagues for the warm and hospitable reception that had enabled the Russian policemen to study multiple aspects of China’s successful experience and to outline areas for further collaboration.
