On December 10, 2018 the Minister of Foreign Affairs of the Republic of Belarus, Vladimir Makei, met with the Minister of Foreign Affairs of the Republic of Sudan, Al Dirdieri Mohamed Ahmed, who is in the Republic of Belarus as part of the official delegation headed by President of Sudan, Omar al-Bashir.

During the meeting, the sides discussed the current state and prospects for development of bilateral cooperation in political, trade, economic and other fields.
The parties stressed the high level of the Belarusian-Sudanese political dialogue, commitment to the further development of relations between the two countries in the field of trade and economy, as well as the necessity to work on joint entry into the markets of African states.

On December 6-7, 2018 the Belarusian delegation led by the Minister of Foreign Affairs of the Republic of Belarus, Vladimir Makei, took part in the 25th meeting of the OSCE Ministerial Council in Milan (Italy).

Speaking at the plenary meeting of the Ministerial Council, the Head of the Belarusian Foreign Ministry stressed the dangerous escalation of tension in the region, increasing military capabilities at the borders. V.Makei urged to abandon the deployment of new military bases, “pumping” the region with lethal weapons. Foreign Minister spoke in support of measures to increase military transparency, restore channels of communication between the military, exchange experience on the implementation of regional and local confidence-building and security measures.

V.Makei drew attention to the initiative of the President of Belarus to launch a new broad dialogue on international security issues. He urged to intensify efforts to resolve the Ukrainian crisis, noted the willingness of Belarus to continue to make a fair share of contribution to this process.
Belarusian Foreign Minister stressed the importance of building up joint actions to respond to modern challenges and threats.
On the sidelines of the Ministerial Council V.Makei took part in an informal meeting of the Foreign Ministers of the CSTO member states, during which a joint statement was approved in support of the Treaty on the Elimination of the Intermediate- and Shorter Range Missiles.
The Head of the Belarusian Foreign Ministry participated in a thematic event held on the margins of the Ministerial Council on promoting economic connectivity in the OSCE area. V.Makei stressed the need to expand trade and economic relations between the countries of the region and between the leading integration associations, the development of transport corridors. He highlighted the unique geographical position of our country between the two largest integration associations — the Eurasian Economic Union and the European Union. V.Makei cited the Belarusian-Chinese project “The Great Stone” as an example of successful interstate cooperation.
The Belarusian Foreign Minister held a working meeting with the Minister of Foreign and European Affairs of Slovakia, Miroslav  Lajčák, during which the prospects for the Belarusian-Slovak cooperation in the framework of the upcoming Slovakia’s OSCE Chairmanship in 2019 were discussed.

During the meeting with the First Deputy Prime Minister — Minister of Foreign Affairs of Serbia Ivica Dačić, an agreement to enhance the bilateral political dialogue was reached.

The ways of further building up the Belarusian-Turkish cooperation in various fields, as well as prospects of developing contacts at the highest and high levels were the subject of conversation of V.Makei with the Minister of Foreign Affairs of Turkey, Mevlüt Cavusoglu.

The Head of the Foreign Ministry of Belarus exchanged views on certain issues of bilateral agendas at the meetings with the Minister of Foreign Affairs of Norway, Ine Eriksen Søreide and the Minister for Foreign Affairs of the Netherlands Stef Blok.
Minister V.Makei also held a meeting with the Minister of Foreign Affairs and Trade of Hungary, Péter Szijjártó, during which a timetable of bilateral contacts for the beginning of 2019 was reviewed. 

During the conversation with the NATO Deputy Secretary General, Rose Gottemoeller, the possibilities of developing further dialogue between the Republic of Belarus and the Alliance, as well as the situation in the region were discussed. 

Prospects for interaction between the Republic of Belarus and the OSCE Office for Democratic Institutions and Human Rights (ODIHR), including the implementation of joint projects, were discussed during the meeting with the ODIHR Director, Ingibjörg Gisladottir.

Deputy Minister of Foreign Affairs of Belarus A.Dapkiunas meets the Ambassador of South Africa

On December 7, 2018, the Deputy Minister of Foreign Affairs of the Republic of Belarus, Andrei Dapkiunas, held a meeting with the Ambassador Extraordinary and Plenipotentiary of South Africa to the Russian Federation and the Republic of Belarus (non-resident) and Nomasonto Maria Sibanda-Thusi.
During the meeting the state of friendly relations between Belarus and South Africa as well as the ways of their gradual development were discussed.

Background: Ambassador of South Africa N.M. Sibanda-Thusi has repeatedly visited Belarus, she is one of the most active non-resident African ambassadors accredited in Belarus.
The interlocutors noted with satisfaction that in the first 10 months of 2018 the trade turnover between the two countries increased by two thirds. This was largely facilitated by the meeting of the Belarus-South African Intergovernmental Committee on Trade and Economic Cooperation (ITEC), which was held in Pretoria in March 2018. In this regard, the Deputy Minister and the Ambassador discussed preparations for the next meeting of the Intergovernmental Committee, which is scheduled for early 2019 in Minsk. 
A.Dapkiunas and N.M. Sibanda-Thusi noted the importance of actively promoting direct contacts between the business circles of both countries and examined possible forms of such assistance through the use of mechanisms of “The Belarus-Africa cooperation forum”, as well as thematic industrial and agricultural exhibitions.
During the conversation the Belarusian and South African diplomats raised issues of expanding cooperation in the field of education, creating favourable conditions for tourism and human exchanges, as well as for developing interregional ties between Free State and Mpumalanga provinces of South Africa and Minsk and Mogilev regions. A separate point of the conversation was the discussion of the possibility to accelerate the joint work on the practical promotion of contacts between citizens of both countries through the mutual abolition of visas for ordinary passport holders.
The interlocutors confirmed the intention of Belarus and South Africa to further strengthen cooperation and friendly interaction in international organizations on the principles of mutual respect and support.

Deputy Minister of Foreign Affairs of Belarus A.Dapkiunas participates in the opening ceremony of International Trade Fair “Vietnam EXPO”

On December 5, 2018 the Deputy Minister of Foreign Affairs of the Republic of Belarus, Andrei Dapkiunas, participated in the opening ceremony of the 16th International Trade Fair “Vietnam EXPO” (Ho Chi Minh city, Vietnam, December 5-8, 2018) as the head of the delegation as an exclusive guest of honour of the exhibition.
In his statement the Deputy Minister pointed out that the guest of honour status of the Belarusian National Exhibition is determined by the high level of bilateral cooperation and mutual understanding. A.Dapkiunas also stressed that Vietnam is the top priority partner of the Republic of Belarus in South-East Asia.
For reference: More than 50 companies participate in the Belarusian National Exhibition. The exhibition occupies 325 sq.m. The companies represent knowledge-intensive and complex technical products, as well as agricultural products and foodstuffs of the Republic of Belarus.
A.Dapkiunas demostrated to the Vietnamese partners Belarusian innovative products and technical achievements.
On the same day the Deputy Foreign Minister met the senior executives of leading Vietnamese companies, who graduated from the Belarusian universities. The sides reached an agreement on joint efforts to increase bilateral cooperation in education, science, tourism, investments and trade.
During the meeting with the General Director of “Mekong Machinery”, Tran Minh Tri, A.Dapkiunas noted the importance of the development of the optimal and most effective scheme of selling the Belarusian agricultural machinery in Southeast Asia and stressed the great potential of the new model of small-sized tractor with  high build quality and reliability.
The Deputy Minister also met the Deputy Chairman of Ho Chi Minh People’s Committee, Le Thanh Liem. The sides discussed the prospects of supplying Belarusian trucks and buses to Ho Chi Minh city and possible input of the leading Belarusian companies to the development of the city’s transport infrastructure.

Permanent Representative of Belarus V.Rybakov participates in the UN General Assembly High-level meeting on middle-income countries

On December 4, 2018, at the United Nations Headquarters in New York the Permanent Representative of Belarus to the United Nations, Valentin Rybakov, participated at the United Nations General Assembly High-level meeting to discuss the gaps and challenges of middle-income countries in the implementation of the 2030 Agenda for Sustainable Development.
The event was initiated by Belarus and organised in this format for the first time ever.
The representative of Belarus as a Vice-President of the United Nations Economic and Social Council spoke at the opening ceremony, noting the role of middle-income countries in global efforts to achieve Sustainable Development Goals, as well as the Council’s work in supporting these countries to implement the 2030 Agenda. 
In his statement in the national capacity, V.Rybakov stressed the importance of the recognition and support of this category of countries by the UN development system and made a number of observations regarding the engagement of agencies and programmes of the UN development system with this category of states. 
The Belarusian diplomat, in particular, spoke in favor of elaborating a comprehensive UN system-wide and long-term strategy for MICs. He called the strategic framework for partnering with the MICs prepared by the Director General of the United Nations Industrial Development Organization as an important step in this direction.
The representative of Belarus stressed the need to develop a more nuanced countries classification that would go beyond the per capita income criteria and take into account specific development problems of these countries. In this regard, V.Rybakov proposed that the Committee for Development Policy of the United Nations Economic and Social Council should engage in the development of multidimensional indicators to assess the development progress in MICs.

Delegation of Belarus participates in the 25th OSCE Ministerial Council Meeting in Milan

On December 6-7, 2018 Milan (Italy) hosts the 25th Ministerial Council Meeting of the Organization for Security and Cooperation in Europe (OSCE MC). The meeting is the major annual OSCE event held to review the current situation in the Organization’s area, assess its’ activities and identify tasks for the near future.
A wide range of issues within the OSCE dimensions – political-military, economic and environmental, human – will be discussed at Milan Ministerial Council. 
The Minister of Foreign Affairs, Vladimir Makei, will head the delegation of the Republic of Belarus to the OSCE MC Meeting in Milan.
V.Makei will address the Plenary Session of the OSCE MC, as well as hold a number of bilateral meetings “on the margins” of the event.

On December 3, 2018 the Minister of Foreign Affairs of the Republic of Belarus, Vladimir Makei, met with the Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation and the Republic of Belarus non-resident, Toyohisa Kozuki, on the occasion of the completion of his diplomatic mission to our country.

During the meeting, the sides discussed current issues of the development of bilateral relations in the political, trade, economic and humanitarian spheres.
V.Makei expressed gratitude to the Ambassador of Japan for his active and fruitful work aimed at further strengthening of Belarusian-Japanese cooperation.

О мероприятиях для СМИ в рамках региональной конференции по вопросам арбитража и медиации

4-5 декабря 2018 г. в г.Минске пройдет региональная конференция по вопросам арбитража и медиации, организуемая Министерством иностранных дел совместно с Комиссией ООН по праву международной торговли (ЮНСИТРАЛ).
Справочно: Комиссия ООН по праву международной торговли (ЮНСИТРАЛ) – рабочий орган Генеральной Ассамблеи ООН с универсальным членским составом, уже в течение более 50 лет специализирующийся на разработке международных договоров и документов, способствовании совершенствованию национального законодательства, обобщению передового опыта в области торгового права. В настоящее время ведет работу по темам микро-, малых и средних предприятий, разрешения споров, электронной торговли, законодательства о несостоятельности, обеспечительных интересов. Республика Беларусь входит в состав ЮНСИТРАЛ и активно участвует в ее работе.
В мероприятии примут участие представители МИД, государственных, судебных и арбитражных органов, научных кругов и частных компаний Беларуси, государств – членов СНГ и ряда стран Европы, а также ЮНСИТРАЛ.
Конференция будет посвящена признанию и приведению в исполнение арбитражных решений, международной коммерческой медиации и реформе системы урегулирования споров между инвесторами и государствами.

Deputy Minister of Foreign Affairs of Belarus A.Dapkiunas meets the official delegation of the Guangdong province of the People’s Republic of China

On November 29, 2019 the Deputy Minister of Foreign Affairs of the Republic of Belarus, Andrei Dapkiunas, met with the official delegation of the Guangdong province (People’s Republic of China) led by the Deputy Director of the Foreign Affairs Office of the People’s Government of Guangdong province, Luo Jun. The Chinese delegation is on a working visit to Belarus at the invitation of the Minsk Region Executive Committee. The meeting became a continuation of the dialogue between the Deputy Minister and the provincial authorities launched during his visit to Guangzhou on 8 November, 2018. 

Background Information: Guangdong province has a population of nearly 120 million people. It occupies leading positions in the Chinese economy. Guangdong province accounts for 10 per cent of China’s total GDP and one fourth of its national exports. The province is a home to three of the five Chinese special economic zones (Shenzhen, Shantou, Zhuhai), as well as headquarters or central offices of the Chinese biggest companies involved in active cooperation with Belarus. Among them are “Huawei”, ZTE, “China Merchants Group”, “Midea”. Guangdong companies are the most important Chinese investors in Belarus representing one third of the residents of the “Great Stone” China-Belarus Industrial Park. 
A special role and place of the Guangdong province in the context of the comprehensive Belarusian-Chinese cooperation was highlighted during the meeting. The interlocutors welcomed the recent opening of the Consulate General of Belarus in the provincial capital of Guangzhou as an important step in the advancement of bilateral cooperation.
Mindful of the serious economic potential of the Guangdong province and directives of the Chinese leadership to ensure more active overseas performance of Chinese companies, there was a discussion on opportunities for enhanced investment cooperation with Belarus of major Guangdong-based Chinese companies, including of a world-class, primarily in view of the importance of dynamic development of the “Great Stone” China-Belarus Industrial Park.
A.Dapkiunas and L.Jun discussed possible favorable measures by governmental authorities of Belarus and China, including the People’s Government of the Guangdong province, to devise breakthrough projects of interregional cooperation based on cross-sectoral coordination, conducive to pooling efforts and stimulating direct contacts and joint initiatives of Belarusian and Chinese industrial and agricultural producers, tour operators, air companies etc.
The interlocutors also underscored a significant potential of cooperation between Belarus and Guangdong province in the area of tourism. Andrei Dapkiunas informed his Chinese guest about the events scheduled for December 2018 to mark the end of the Year of Belarusian Tourism in China expressing hope that Guangdong representatives would join. Luo Jun pointed to the interest of Chinese students to get higher education in Belarus.

О включении Будславского феста в список ЮНЕСКО

28 ноября 2018 г. Межправительственный комитет по охране нематериального культурного наследия ЮНЕСКО в ходе 13-й сессии (г.Порт-Луи, Маврикий) единогласно принял решение о включении белорусского элемента нематериального культурного наследия «Торжество в честь почитания Иконы Матери Божьей Будславской (Будславский фест)» в Репрезентативный список нематериального культурного наследия человечества.
Будславский фест – это один из символов белорусской идентичности, торжество, которое происходит в атмосфере всеобщего уважения и дружбы, объединяет различные группы людей, независимо от их религиозных взглядов, социального статуса и гендерных различий.
Включение белорусского элемента в список ЮНЕСКО явилось результатом многолетней совместной работы Национальной комиссии Республики Беларусь по делам ЮНЕСКО, Министерства культуры  и Министерства иностранных дел нашей страны при широком участии местных органов власти и сообществ, неправительственных организаций и экспертов.
В 2009 году в Список нематериального культурного наследия ЮНЕСКО уже был включен белорусский элемент нематериального культурного наследия – праздничный рождественский обряд «Колядные цари» в деревне Семежево (Копыльский район, Минская область).
В 2018 году Беларусь также направила на рассмотрение комитета ЮНЕСКО предложение о включении «Весеннего обряда «Юровский хоровод»» в Список нематериального культурного наследия. Решение по этому вопросу будет принято комитетом в ходе его 14-й сессии в декабре 2019 г.
