“Today, the Minister of Internal Affairs of the Russian Federation, General of the Police of the Russian Federation Vladimir Kolokoltsev, in the course of his working visit to the Republic of Kabardino-Balkaria, held an operational meeting with the leadership of the republican Ministry,” said the official representative of the Ministry of Internal Affairs of Russia Irina Volk.
The MIA of Russia Chief identified priority areas of activities for the republican police for the near future, pointed out the need to strengthen measures of countering economic crime and extremism, and gave instructions to improve the traffic safety system.
In addition, the Minister visited the MIA of Russia Division for the Chereksky District, familiarized himself with the conditions of service of the duty-shift, officers of the criminal investigation units, units for combating economic crimes and for migration issues. The Ministry Chief paid special attention to the organization of work on the provision of state migration services to the population. Vladimir Kolokoltsev talked to the staff and wished the staff success in the service, after which he inspected the premises of the temporary detention facility, which had been commissioned in December 2018.
Then the Minister went to the North Caucasus Institute for Advanced Studies (branch) of the Krasnodar University of the Ministry of Internal Affairs of Russia, where he had a meeting with the faculty.

The case of the organizer of a clandestine distillery will be heard in the court of the Kurgan Region

“Investigators of the Investigation Administration of the MIA of Russia Administration for the Kurgan Region have completed the preliminary investigation of a criminal case against the alleged organizer of illegal production and sale of surrogate alcohol products,” said the official representative of the Russian MIA Irina Volk.
In January last year, the police found a clandestine workshop for the production of counterfeit alcohol. The bottling line was located in one of the warehouses of the city of Shadrinsk, the Kurgan Region.
As a result of operational-search activities, a 50-year-old unemployed local resident, the alleged organizer of the clandestine workshop, was detained. Falsified product was poured on an industrial scale into plastic containers with volumes from 2 to 5 liters produced in the same shop. After that, they were sold at underestimated prices.
“During the searches, more than 100 thousand liters of alcohol-containing liquid were seized, as well as about 600 bottles with finished product with a total volume of over 10 thousand liters, 28 thousand containers for filling, labels of various names, equipment for storage and bottling of products, including transport belt and machines for the manufacture of plastic containers. The total value of the seized items amounted to almost 45 million rubles,” Irina Volk said.
Currently, the criminal case charging the defendant with crimes, provided for by part 6 of Article 171.1, part 2 of Article 171.3, part 3 of Article 180, part 2 of Article 238 of the RF Criminal Code with the indictment approved by the prosecutor, was sent to the Shadrinsky District Court of the Kurgan Region for consideration on the merits.

In the city of Irkutsk, police rescued from fire seven children aged from 2 to 9 years

“Inspectors of the State Traffic Safety Inspectorate of the MIA of Russia Inter-District Administration “Irkutskoye” Junior Lieutenant of Police Viktor Kalinin and Senior Lieutenant of police Andrei Dambuev during patrolling noticed smoke rising over private houses on the Podgornaya street of the city of Irkutsk.
The police found that a one-story house was burning, in which there were two children. Police officers rushed to the rescue and took them outside.
By that moment, a nearby house caught fire. It was impossible to enter it, and officers of the Police Road Patrol Service lieutenants of Police Ivan Banshchikov and Igor Bogdanov who arrived at the scene of the incident, rescued from fire five children through a window. Wrapping them in warm clothes the transferred the victims to the medics.
Thanks to timely and professional actions of traffic police officers, a tragedy was avoided. Nothing threatens the lives of children,” said the official representative of the Russian MIA Irina Volk.

MIA of Russia officers suppressed the activities of a criminal community

“Officers of the Administration for Drug Control of the MIA of Russia GA for the Chelyabinsk Region detained in the city of Magnitogorsk 27 participants, including the alleged head, of a structural division of the criminal community, who are suspected of drug trafficking,” said the official representative of the Ministry of Internal Affairs of Russia Irina Volk.
It was established that the offenders organized a network of on-line stores through which drugs were sold in the territory of the Chelyabinsk Region. The communication between the accomplices was maintained through various messengers.
“During searches in the offenders’ places of residence and on the sites of caches, about 10 kilograms of synthetic narcotic substances, devices for their production, money, cars of various brands, computers and telephones were seized,” Irina Volk said.
Currently, circumstances of 87 episodes related to the illegal sale of narcotic substances have been established. The preliminary amount of the income from the illegal activities exceeded 10 million rubles.
The investigative unit of the GA for Investigation of the MIA of Russia GA for the Chelyabinsk Region initiated criminal cases on the grounds of crimes provided for by parts 4 and 5 of Article 228.1, parts 1 and 2 of Article 210 of the RF Criminal Code.  Placement to custody was selected by court as the preventive measure for the suspects.

Police detained suspects of robbery attacks at grocery stores in the Moscow Region

Officers of the Administration for Criminal Investigation of the MIA of Russia GA for the Moscow Region, together with colleagues from the MIA of Russia Division for the Urban District Zhukovsky and the MIA of Russia Inter-District Administration “Ramenskoye” detained three suspects in robbery attacks.
It was established that the attackers broke into the premises of grocery stores, and, threatening the employees with a gun-like object, stole money from cash registers and safes, and then escaped from the crime scene.
After examining the recordings of surveillance cameras, the police identified and detained the suspects at their places of residence. They were previously convicted for fraud 27-year-old native of the Krasnoyarsk Territory, a 33-year-old resident of the Moscow Region and his 35-year-old spouse who was on maternity leave and had previously worked in one of the robbed stores. When conducting searches in the apartments of the offenders, police officers found and seized a part of the stolen money, SIM cards, clothes and a jagged gun used in committing crimes.
The involvement of the offenders in the five robbery attacks committed in the territories of Zhukovsky Urban District, Voskresensky and Ramensky municipal districts was established. It is noteworthy that all the crimes were committed in the stores belonging to the same distribution network. The total damage from the illegal activities of the suspects amounted to about 1.2 million rubles.The investigating authorities initiated criminal investigation into these facts under Article 162 “Robbery” of the Criminal Code of the Russian Federation. This article presumes a maximum punishment in the form of imprisonment for a term of up to 15 years.At present, for two of the attackers the court chose a preventive measure in the form of remand in custody, and for the woman – house arrest.Further operative and investigative measures aimed at identifying additional episodes of the detainees’ criminal activity are underway.

Russian Ministry of Internal Affairs has published a video of apprehending a suspect in stabbing two passengers of the Moscow metro

“With regard to the man detained at the Trubnaya metro station on suspicion of stabbing two passengers of the Moscow metro, a preventive measure in the form of remand in custody was chosen,” said the official representative of the Russian MIA Irina Volk.
As previously reported, the incident between passengers occurred in a Moscow metro train on the Lyublinsko-Dmitrovskaya line. As a result of the incident, residents of Moscow aged 35 and 54 received stabbed wounds of varying severity.
According to preliminary information, a 60-year-old woman made a remark to the men who held the doors of the train at one of the stations. They behaved aggressively, so two passengers stood up for the woman, and were stabbed during the conflict. The suspects in the unlawful actions tried to escape, but were detained by police at the Trubnaya metro station. The victims were taken to one of the city clinical hospitals.
The Investigation Administration of the Internal Affairs Administration in the Moscow Metro has instituted criminal proceedings under part 2 of Article 111 and Article 213 of the Criminal Code of the Russian Federation. Placement to custody was selected as the preventive measure for one of the defendants.

Fifteen foreign citizens were convicted in the Krasnodar Territory for violating immigration laws

With the aim of preventing violations of migration legislation, officers of the Administration for Migration Issues of the MIA of Russia GA for the Krasnodar Territory together with representatives of the Cossacks checked one of the greenhouse complexes in the Dinskiy District.
As a results of the work, 15 foreign citizens illegally working in the Kuban area were identified. Visitors from CIS countries could not provide to law-enforcement officers any patents for work required by law.
All the offenders were detained and delivered to a police division.  22 administrative protocols were drawn up against them under Article 18.10 of the Code of Administrative Offenses of the Russian Federation “Illegal work of foreign citizens or stateless persons in the Russian Federation” and under Article 18.8 of the Code of Administrative Offenses of the Russian Federation “Violation by a foreign citizen or stateless person of the rules of entry into the Russian Federation or of the regime of stay (residence) in the Russian Federation”.
The court made a decision in respect of foreign citizens to impose an administrative fine in the amount of 2 thousand rubles for each fact.
For illegal involvement in labor activity of foreign citizens an administrative investigation was initiated against the employer under Article 18.15 of the Code of Administrative Offenses of the Russian Federation.

Criminal Investigation Officers Detained Head of Dog Shelter Suspected of Animal Abuse

“Today, in the city of Blagoveshchensk, the Amur Region, police officers detained the head of a shelter for dogs on suspicion of cruel treatment of animals,” said the MIA of Russia spokesperson Irina Volk.
As previously reported, the police received a statement that in the mentioned shelter the dogs were kept in inappropriate conditions. An investigative team arrived at the scene and found more than 40 corpses of dogs. According to the conclusion of veterinarians, the dogs had died from exhaustion. Currently, the investigation unit of the MIA of Russia Inter-District Division “Blagoveschenskiy” initiated a criminal investigation under part 2 of Article 245 of the Russian Criminal Code.
The head of this shelter was abroad and on his return from abroad he was detained by the operative officers of the MIA of Russia Inter-District Division “Blagoveschenskiy” and taken to the police division.
The indicated citizen was detained pursuant to Article 91 of the Criminal Procedure Code of the Russian Federation and placed into a temporary detention facility.
The preliminary investigation of the criminal case continues.

Bundesaußenminister Heiko Maas muss im UN-Sicherheitsrat die völkerrechtswidrige Anerkennung eines nicht gewählten Gegenpräsidenten durch US-Präsident Donald Trump und die unverhohlenen Drohungen mit militärischen Schritten gegen Venezuela strikt zurückweisen. Deutschland darf sich nicht zum schweigenden Komplizen der rücksichtslosen und brandgefährlichen Regime-Change-Politik der USA in Lateinamerika machen“, erklärt Heike Hänsel, stellvertretende Vorsitzende der Fraktion DIE LINKE im Bundestag. Die Außenpolitikerin weiter:
„Die Opposition beruft sich bei der Deklaration eines Gegenpräsidenten zu Unrecht auf die angebliche Vakanz des Präsidentenamtes, denn es gibt eine legitime Regierung unter Präsident Nicolás Maduro, die von der Mehrzahl der UN-Mitgliedsstaaten anerkannt wurde. Diese Regierung ist aus Wahlen hervorgegangen, an denen im Mai 2018 übrigens auch Regierungsgegner teilgenommen haben. Die USA und ihnen nahestehende Regierungen erkennen weiterhin allerdings nur diejenigen Teile der Opposition an, die auf Eskalation und einen möglicherweise gewaltsamen Regimewechsel drängen.
Man muss Präsident Maduro und der venezolanischen Regierung angesichts der schweren wirtschaftlichen und sozialen Krise des Landes und der fragwürdigen dauerhaften Einsetzung einer Verfassunggebenden Versammlung nicht kritiklos begegnen, um diesen eklatanten Verstoß gegen demokratische Regeln zu verurteilen. Die Anerkennung eines selbsternannten Präsidenten widerspricht jeglichen demokratischen Grundprinzipien und unterhöhlt das geltende Völkerrecht. Venezuela braucht keine Eskalation, sondern Vermittlung zwischen den politischen Lagern, um die Voraussetzungen für die Bewältigung der sozialen Probleme zu schaffen.“

«Зачастую на селе нет возможности уделить должное внимание поддержанию всей инфраструктуры в рабочем виде, не хватает средств. Поэтому необходимо помогать таким учреждениям, посещать даже самые отдалённые поселения, принимать обращения и наказы граждан», — отметил парламентарий.
