A meeting of the Operational Headquarters of the Ministry of Internal Affairs of Russia for Prevention of Offenses, chaired by First Deputy Minister of Internal Affairs of the Russian Federation, Colonel-General of Police Aleksandr Gorovoy, was held today at the Ministry of Internal Affairs of Russia. Chiefs of divisions of the MIA of Russia Central Office took part in it, and in the mode of videoconferencing it was attended by heads of territorial bodies of the Ministry of Internal Affairs of Russia and deputy heads of regions in charge of law enforcement activities.
The meeting addressed the issues of organizing law enforcement and public safety during the XXIX World Winter Universiade-2019 in Krasnoyarsk. According to Aleksandr Gorovoy, it is planned to attract more than 13 thousand officers of internal affairs bodies of the Russian Federation to ensuring public order at the Universiade. A working group was formed of representatives of the divisions of the MIA of Russia Central Office, to monitor the implementation of the planned events, and its personal composition was approved.
First Deputy Minister noted that the tasks of ensuring public order and security during the regional stages of the Universiade Torch Relay were carried out in a timely manner, and no law and order violations were allowed.
Another issue on the agenda was the work of internal affairs bodies in the area of combating the illegal migration. In 2018, the work was intensified in the area of verification activities aimed at countering ethnic criminal communities that specialized in creating channels for the illegal migration. The control over the activities of legal entities, acting as the inviting party, from the angle of their compliance with the migration legislation of the Russian Federation was enhanced.
In the first 9 months of 2018, territorial bodies of the Ministry of Internal Affairs of Russia conducted more than 300 thousand verifications. Special attention was paid to objects of construction, trade, industry, agriculture, consumer services, as well as places of compact residence of foreign citizens. During this period, over 180 thousand decisions on banning the entry, over 5 thousand – on the deportation, about 38 thousand – on reducing the period of temporary stay in the country were made.
The meeting also discussed the interaction of police units and other interested bodies and organizations in the prevention of juvenile neglect and delinquency.
In conclusion, Aleksandr Gorovoy set a number of tasks to protect public order and security at public events related to the celebration of the New Year and Christmas.

The MIA of Russia reminds of the end of the period of visa-free entry and exit from Russia for the foreign spectators of the 2018 FIFA World Cup

In accordance with the legislation of the Russian Federation, for foreign citizens who have visited the FIFA World Cup 2018 as spectators of sports competitions, if they have a personalized spectator card, the period of visa-free entry and exit outside the Russian Federation expires on December 31, 2018.
Thus, persons who have not left the territory of the Russian Federation within the period established by law will violate the Migration law, which entails bringing to administrative responsibility, including the imposition of a punishment in the form of administrative expulsion.
To avoid negative consequences, providing for restrictions on entry into the country, this category of foreign citizens must leave the territory of the Russian Federation until December 31, 2018.

5.5 tons of fake red caviar will not reach retail outlets

Officers of the MIA of Russia GA for Criminal Investigation (CI), in cooperation with the ES&CC Division of the Internal Affairs Administration (IAA) for the South-Eastern Administrative District (SEAD) of the MIA of Russia GA for Moscow, with the participation of Rosgvardia, suppressed the activity of a clandestine workshop for the production of a product imitating red caviar. The capacity of two lines was 4-5 thousand cans per day. Policemen seized about 5.5 tons of falsified product from the illicit trafficking.
Finished products packed in cans with logos of well-known producers from the Sakhalin Region and the Kamchatka Territory, under the guise of natural salmon caviar, were supplied in large quantities to the food markets of the Central Federal District of the country.
Police officers made a test purchase of this product: as a result of forensic examination of the product no fish DNA was found in the samples.
Currently, counterfeit products have been withdrawn from illegal trafficking. Five workers of the workshop citizens of the Central Asia republics, illegally staying in the territory of the Russian Federation, were detained. Operational-search measures are being taken to locate and apprehend the organizer of the unlawful activity. In the near future a procedural decision will be made in accordance with the legislation of the Russian Federation.

In the Chelyabinsk Region, suspects in a series of armed robberies of jewelry stores will face the court

“The GA for Investigation of the MIA of Russia GA for the Chelyabinsk Region has completed the preliminary investigation of a criminal case against a stable armed group, whose members are accused of robbery attacks on jewelry stores in various regions of Russia. The total damage from their illegal activities exceeded 20 million rubles,” said the official representative of the Ministry of Internal Affairs of Russia Irina Volk.
“According to the investigation, five previously convicted residents of the Chelyabinsk region created a gang to attack jewelry stores. The roles of the gang participants were clearly defined. In total, they were able to commit 9 armed attacks on jewelry stores and pawn shops.
Police officers of the Chelyabinsk Region as a result of operational search activities detained all the suspects,” Irina Volk said.
During the preliminary investigation, videotapes from crime scenes were studied, vendors, guards, witnesses and eyewitnesses were interviewed. 11 criminal cases were initiated on the grounds of crimes stipulated by parts 1, 2 of Article 209, parts 2, 3, 4 of Article 162 and part 2 of Article 161 of the Criminal Code of the Russian Federation, which were subsequently consolidated into one proceeding. Remand in custody was selected as the preventive measure for all the suspects.

MIA of Russia officers eliminated a laboratory producing synthetic drugs and a channel of their distribution through the Internet

“Officers of the MIA of Russia GA on Transport and the MIA of Russia Administration on Transport for the Volga Federal District suppressed the activity of an interregional organized group that sold narcotics on a particularly large scale in regions of Russia. More than 15 kilograms of narcotic drugs and more than 30 kilograms of raw materials for their production were withdrawn from the illicit trafficking,” said the official representative of the Ministry of Internal Affairs of Russia Irina Volk.
When accompanying the Moscow-Astrakhan passenger train, a police officer discovered more than 200 grams of MDMA drug with a 30-year-old passenger.
As a result of operational search activities, it was established that the man was a drug courier and delivered to Astrakhan the drugs, which he received from the owners of an on-line store operating in the shadow segment of the network.
Operatives identified also the organizers of the on-line store. In relation to the three suspects, the investigative unit of the Astrakhan Linear Division on Transport of the MIA of Russia Administration on Transport for the Volga Federal District has initiated criminal cases under part 3 of Article 30, part 5 of Article 228.1 of the RF Criminal Code. As a result of searches conducted in their apartments, over 9 kilograms of MDMA and methamphetamine as well as 1.5 kilograms of hashish and marijuana were seized.
In addition, a clandestine drug lab was found in a private house in the Moscow Region, where containers with a powdery substance weighing about 30 kilograms, canisters with liquid, electronic scales, respirators and equipment for the manufacture of tablets were seized. The seized items were sent for analysis. According to the data available, the laboratory produced on average 25 thousand MDMA tablets per day. The drugs were transported by rail and air to various regions of Russia for further marketing.
Placement to custody was selected by court as the preventive measure for the detainees.

International Scientific and Practical Conference “History, current stage and prospects for improving the activities of law enforcement bodies on transport” took place

The MIA of Russia General Administration on Transport, together with the Academy of Management of the MIA of Russia, held the International Scientific and Practical Conference “History, modern stage and prospects for improving the work of the internal affairs bodies on transport”, dedicated to the 100th anniversary of the transport police creation.
The conference was chaired by Chief of the MIA of Russia GA on Transport Lieutenant-General of Police Dmitry Sharobarov. The event was attended by staff and veterans of the MIA of Russia GA on Transport, transport police units and researchers.
“Recalling of the historical path of law enforcement bodies on transport is our duty and tribute to the generations of our predecessors.
It is especially pleasant that guests from Belarus and Kazakhstan are with us in this hall. These are not just representatives of friendly countries, but our colleagues, with whom we constantly work hand in hand. Our units are united not only by common origin, but, like 100 years ago, by common tasks,” said D. V. Sharobarov.
The conference was addressed by Chief of the Administration for public safety organization at the transport facilities of the Ministry of Internal Affairs of the Republic of Belarus, Colonel of Militia Vadim Valeryevich Fedotov, as well as Deputy Chief of the Police Department for Transport of the Ministry of Internal Affairs of the Republic of Kazakhstan, Colonel of Police Marat Kalievich Alkenov.
The scientific-practical conference was held in a constructive and meaningful way, which allowed both recalling the history of law enforcement bodies on transport, and discussing the current status and ways of further improvement of the operational and service activities of internal affairs bodies on transport.

New Year’s music flash mob of the Ministry of Internal Affairs of Russia at the Vnukovo Airport

“On the eve of the New Year, the orchestra of the Cultural Center of the MIA of Russia GA for Moscow arranged a flashmob in the Vnukovo airport of the capital. The beginning of the action was announced by drum sounds in the foyer of one of the terminals. After that, musicians began to appear from different sides: they were descending by the escalator, coming out from behind the check-in counters and advertising stands. 37 policemen in full uniform and with musical instruments got together from among the unsuspecting passengers, in a matter of minutes. Only then did the audience understand that they witnessed an unusual New Year action from the Ministry of Internal Affairs of Russia,” said the official representative of the MIA of Russia Irina Volk.
“The orchestra conducted by Igor Kanurin performed a potpourri of well-known and loved by everyone songs. Excerpts from such songs as ‘Three White Horses’ (from the movie ‘Wizards’), ‘Winter’ (better known as ‘Ice ceiling, creaking door’), ‘Little fir-tree was born in the forest’, ‘Fairy Drazhe Dance’ from the ballet ‘The Nutcracker’ by P.I. Passenger of Antalya-Moscow flight was brought to administrative responsibility

“The duty-unit of the MIA of Russia Linear Administration at the Domodedovo Airport received a message about the need for the arrival of a police crew to the aircraft of the Antalya-Moscow flight, due to the fact that there was a man on board using obscene language to passengers and the cabin crew.
The 32 year old man was taken to the police duty-unit. A protocol of an administrative offense has been drawn up in relation to him under Article 20.1 of the Code of Administrative Offenses of the Russian Federation,” said the official representative of the MIA of Russia Irina Volk.

Mikhail Chernikov told reporters about the results of the Traffic Police in 2018

Today at the “Arguments and Facts” publishing house a press conference was held by Chief of the MIA of Russia GA for Traffic Safety, Lieutenant-General of Police Mikhail Chernikov.
Chief of the Russian traffic police summed up the activities aimed at reducing the accident rate on Russian roads in the outgoing year. Thus, according to statistics of accidents for 11 months of 2018, more than 151 thousand accidents were recorded. Compared to the same period last year, the number of accidents decreased by almost 2%. In these incidents, 16.4 thousand people died. Compared to the last year, this indicator got lower by 5.4%, and injuries of varying severity were received by slightly less than 193 thousand people. Despite such a significant number of victims, this figure compared to the data for the 11 months of 2017 decreased by 1.5%.
The main causes of road accidents remain еру same: Crossing to the oncoming traffic lane, as a result of which almost every fourth road user died because of getting fatal injuries, every ninth died due to violation of the rules of vehicles positioning on the roadway, every twelfth – due to the inconsistency of speed to specific conditions, every twentieth – due to violation of the rules of driving through intersections and the wrong choice of the distance.
To reduce the number of traffic accidents and the number of people killed and injured in them, at the beginning of the year, the Chairman of the Government of the Russian Federation approved the Road Safety Strategy, which largely determined the priorities of work for the period until 2024. For the first time at the state level, the ideology of striving for zero road mortality by the year 2030 was proclaimed. A practical tool for solving this problem is the national project “Safe and high-quality roads”, the structure of which includes the federal project “Road Traffic Safety”.
At the press conference, the topic of changes in the rules of the road was touched upon, representatives of the media were interested in how often these or those changes should be made. According to Mikhail Chernikov, it is necessary to recall the “old practice of creating a working group” in order to “accumulate all the proposals and accept such changes as a package no more often than once a year, and to publish them further and inform the population”.
Answering the question about the efficiency of the system of paying fines with a 50% discount, the Chief of the State Traffic Safety Inspectorate noted that the grace period, which implies the possibility of paying a fine with a 50 percent discount, was comfortable for people. This system is one of the effective measures contributing to the implementation of the principle of inevitability of punishment. According to the results of 11 months of 2018, the traffic police issued more than 122.2 million orders imposing fines, of which 119.7 million could be paid at a discount. 78.7 million or 65.7% of the imposed fines were paid at a 50% discount.
Mikhail Chernikov also thanked the personnel for the service, which, despite the weather conditions, provide help to road users. Drivers and pedestrians caught in a difficult situation on the road, can apply for help, around the clock, to traffic police officers, they will try to provide all possible assistance.
Throughout the holidays, the Traffic Police will strengthen the control primarily over drunk drivers, as well as over the observance of the rules for the safe transportation of children both by cars and by buses. The units of the State Traffic Safety Inspectorate that receive citizens – units of registration, examination, and administrative practices – will work on holidays according to a special schedule, which can be found on the regional pages of the official website of the State Traffic Safety Inspectorate.
At the end of the event, the head of the MIA of Russia GA for Traffic Safety congratulated his colleagues and veterans of the service on the upcoming holidays and thanked the journalists for their ever high interest in the Traffic Police activities.
