May 23, in the framework of a visit of Vice Prime Minister of Ukraine for European and Euro-Atlantic Integration Ivanna Klympush-Tsintsadze to the EU
institutions she had a meeting with EU Commissioner for Agriculture and Rural
Development Phil Hogan.

The parties
discussed cooperation in agriculture sector, the state of
bilateral trade in agricultural products. The Vice Prime
Minister of Ukraine and the EU Commissioner stressed the importance of increasing market access for agri-foods, and the need of eliminating non-tariff barriers, including the sector of sanitary
and phytosanitary control.

The Vice Prime Minister expressed
gratitude to the EU
Commissioner for the support by
the European Union of Ukraine’s endeavours in
reforming a system of
control and surveillance over food safety as well as consumer
protection.

Ukraine is eager to
deepen bilateral cooperation with countries of Europe, Minister of Infrastructure
of Ukraine Volodymyr Omelian
said during a meeting with Ambassador Extraordinary and
Plenipotentiary of Belgium to Ukraine Luc Jacobs on May 24 in Kyiv.

The parties noted the high level
of friendly relations and discussed the practical aspects of implementation of
the joint Ukrainian-Belgian projects in the infrastructure sector.

The Infrastructure Minister of Ukraine highlighted the need to retrofit the maritime and river transport, noting that the aforesaid industry in the coming years might become exemplary and demonstrate the progress of
reforms. He also
expressed hope for successful modernization of the Ukrainian Railways.

The Ambassador
of Belgium in Ukraine for his part
noted that the Ministry of Infrastructure
is among key authorities
and wished successful realization of
the planned reforms.

On May 21, 2016, Chairperson of the
Verkhovna Rada of Ukraine Andrii Parubii met with Head of the Ukrainian
Orthodox Church of Kyiv Patriarchate / His Holiness, the Patriarch of Kyiv and
All Rus – Ukraine Filaret and congratulated him on 50 years on the bishopric
service at the Kyiv cathedra.

The Chairperson of the Verkhovna Rada gave
His Holiness a bunch of white roses and a memorable gift on behalf of the
Verkhovna Rada of Ukraine.

In response to the congratulations, His
Holiness said: “The Church has always been with the people. The Church was
not accidentally presence with the people on Maidan. When it was necessary we
called up the people for help.”

Chairperson of the Verkhovna Rada of
Ukraine Andrii Parubii told His Holiness, the Patriarch of Kyiv and All Rus
that on May 20, the meeting of the National Security and Defense Council
discussed the issue of immediate introduction and legalization of the
institution of chaplains within the Armed Forces of Ukraine.

Patriarch Filaret congratulated Andrii
Parubii on his election as the Chairperson of the Verkhovna Rada and blessed
him as representative of the Ukrainian people in that office.

The Parties discussed sociopolitical
situation in the state, the situation in the antiterrorist operation zone, as
well as the important issues of church-state relations legislating.

His Holiness, the Patriarch of Kyiv and All
Rus – Ukraine Filaret gave Chairperson of the Verkhovna Rada of Ukraine Andrii
Parubii memorable publication on the Kyiv Patriarchate.

Other
participants in the meeting were: press secretary of the Chairperson of the
Verkhovna Rada Andrii Kovaliov and public man Heorhii Dovhanchyn.

Dear compatriots,

I sincerely congratulate you on Europe Day!
This is a special day for the Ukrainians. Two years ago during the Revolution
of Dignity the Ukrainian people proved that Ukraine is an independent European
state. We are part of the European civilization.

Europe is impossible without Ukraine.

Medieval Ukrainian soldiers many times
united with the Europeans in their fight against their enemies. Today at the
eastern border of Ukraine, our sons defend European values and the whole world
from the present-day aggressor.

We hope for active partnership with our
European friends. Ukraine has never abandoned the idea to leave its European
family. This is our joint civilization cradle.

The Ukrainians have proved their commitment
to become a part of the European Union. I believe that Ukraine should deepen
its cooperation with the most democratic and free European neighbors to
consolidate security and economy.

I think that the most successful is the
cooperation in the Baltic-Black Sea union with the participation of the
Republic of Estonia, the Republic of Latvia, the Republic of Poland, Ukraine
and Georgia. This regional union is in no way offered as a counter to the
European Union as it remains an integral part of it. The Baltic-Black Sea union
is our historic and geopolitical reality and a prospect.

I sincerely congratulate all the people’s
deputies, experts and especially Ukraine’s European friends for the great job
they have done. Despite political barriers, Russia’s military aggression in
Crimea and Donbas, step-by-step we are getting closer to the full European
integration.

Today, Ukraine faces the prospects of
reformation of the national economy, consolidation of the defense potential of
the state, development of social and humanitarian sectors. Our scientists play

On Monday, May 16, Chairperson of the

of the Polish-Ukrainian Friendship Group of the Sejm and the Senate of the
Republic of Poland led by its Chairperson Michal Dworczyk.

The Parties discussed a wide range of
issues touching bilateral cooperation at the parliamentary level, and deepening
of strategic partnership between Ukraine and the Republic of Poland.

Chairperson of the Verkhovna Rada of
Ukraine Andrii Parubii met with Head of the European Union Advisory Mission
Ukraine Kestutis Lancinskas.

The participants in the meeting exchanged
their opinion on the reformation of the law enforcement system of Ukraine.

First Deputy Chairperson of the Verkhovna
Rada of Ukraine Iryna Heraschenko had a meeting with Chairman of CFA and former
Vice Prime Minister and Foreign Minister of the Czech Republic Karel
Schwarzenberg.

On Monday, Deputy Chairperson of the
Verkhovna Rada of Ukraine Oksana Syroyid met with members of the delegation of
the Polish-Ukrainian Friendship Group of the Sejm and the Senate of the
Republic of Poland led by its Chairperson Michal Dworczyk.

On May 18 members of the Committee on
Budget had a meeting with representatives of the European Parliament’s
Committee on Budgetary Control with Chair of the Committee Ingeborg Grassle at
the head.

The Committee members at their meeting on
May 18 considered the draft law No.4542 on amendments to the Tax Code of
Ukraine concerning the exemption of pensions from taxation, submitted by the
Cabinet of Ministers.

Chairperson of Verkhovna Rada Committee on
Foreign Affairs Hanna Hopko meets with Peter Fischer, moderator of working
group on social and economic issues of Trilateral Contact Group, and Johannes
Regenbrecht, Special Envoy, Head of Ukraine Task Force in Federal Foreign
Office of Germany.

The Verkhovna Rada of Ukraine also hosted
other events.

Lt. Gen. Ihor Voronchenko,
Acting Navy Commander, said during the Sea
Breeze 2016 Final Planning Conference in Odesa, May
24.

He also stressed the importance of continuation
of international cooperation and relationship for the Ukrainian Navy.
He expressed certitude that the exercise participants would implement the
experience gained during the operations in the east of Ukraine.

It
should be noted Sea Breeze 2016 Final Planning Conference kicked off in Odesa on May 23. The participants will specify the maneuvers strength, agree the phases and main elements
of exercise, develop the scheduled actions table, complete the elaboration
of the scenario and exercise plan, deployment schedule and principal
aspects of multinational peacekeeping operation in the crisis region.

The
representatives of the Main Directorate of Military Cooperation and
Peacekeeping Operations of the General Staff of the Armed Forces
of Ukraine, services of Armed Forces of Ukraine, State Frontier
Service of Ukraine, National Guard of Ukraine, state authorities and
law enforcement services take part in it.

Headline: Hennadii Zubko outlined a roadmap for energy efficiency reform in 2016

A reform of energy efficiency, having been implemented by
the Ministry of Regional Development, Building, Housing and Utilities for the
second year in a row, is among core ones in the draft Plan of Top Priority Actions
for the Government in 2016. Ensuring energy independence of the state, pursuing
a policy of energy conservation, reducing energy consumption by the private
sector, thermal modernization of houses are in the focus for the Government. The
achievements of 2015 include the adoption of a National Energy Efficiency Plan,
the Law on ESCO, the launch of a Warm Loan program, from which 100 thousand
families benefited, increasing twofold the number of apartments with installed
heating meters.

2016 Action Plan for the Government contains a few defining points,
which should be executed this year to ensure progress of the reform. This was
stated by Vice Prime Minister/ Minister of Regional Development, Construction, Housing
and Utilities of Ukraine Hennadii Zubko.

He stressed that the
first and topmost step in the framework of the reform is the establishment of the
Energy Efficiency Fund. “The Fund will launch a transparent mechanism for
funding projects aimed at reducing energy consumption. While the model of the
Funds operation affords to apply to financing of energy efficiency projects
cheap and long loans, donor and public funds to compensate the costs of energy
efficiency measures, as well as economized funds from housing and utility subsidies.
The saved funds in three to five years will amount to about 1 billion cubic
meters of gas per year. Moreover, a new market for energy-efficient measures will
be created and be characterized by a dynamic annual capacity up to EUR 1.5
billion”, said Hennadii Zubko.

Among the objectives
for 2016, according to the Vice Prime Minister, are the adoption of the law “On
energy efficiency of buildings”, the introduction of an energy efficiency
certification system for buildings and increase in the number of buildings with
near zero energy consumption. And most recently, the law
“On revenue metering of utility services”.

On Monday, May
23, Prime Minister of Ukraine Volodymyr Groysman held a meeting with Treasurys Assistant Secretary for International Finance Ramin Toloui. The
sides discussed priority directions of reforms in Ukraine and prospects of
bilateral cooperation.

The Prime
Minister thanked the USA for a decision on the allocation of credit guarantees of
$ 1 billion to support Ukraine. “This
is an important step for the macroeconomic stability of our country,” he
stressed.

Volodymyr Groysman informed that last week the IMF Mission completed its
work in Ukraine. According
to him, the Government will continue its cooperation with the IMF and will do
its utmost to meet the obligations assumed by Ukraine. “The
Government of Ukraine is committed to carrying out structural and systematic
reforms in the country, and we are aware that these reforms are needed
especially in our country,” he underlined.

Thus, among the
priorities of the Governments activity is the fight against corruption,
particularly in state-owned enterprises through public election of their
management on the competitive basis and provision of open privatization as well
as reform of the Ukrainian customs. Also,
the Government is focused on reforming of the energy sector, improving the
efficiency of social policy and institutional capacity of power, ensuring equal
conditions for doing business, carrying out deregulation and pension reform, noted
Volodymyr Groysman.

The Prime
Minister recalled that earlier on Monday he met with Commissioner of U.S. Customs
and Border Protection Robert Gil Kerlikowske. During
the meeting there was signed an Agreement between the Government of Ukraine and the
Government of the United States of America on mutual assistance between the
customs administrations. “This
is a very important step. We are committed to curbing current corruption in the
customs authorities and we are counting on the support of the United States,”
said Volodymyr Groysman.

Treasurys
Assistant Secretary for
International Finance Ramin Toloui
praised the first steps undertaken by the new Government, including the
introduction of a single market-based price for gas, as to the completion of
the second IMF program, as well as statements regarding the need to eliminate the
political influence of oligarchs.

Ramin Toloui noted the progress in the partnership between
Ukraine and the United States achieved over the last two years, and stressed
the readiness of the USA to support Ukraine on the path of reforms, evidence of
which was the decision to allocate the third financial assistance in the form
of loan guarantees.
