Nach einem langwierigen und intensiven Beratungsprozess hat das Bundeskabinett am 28. Juni 2016 den Entwurf eines Bundesteilhabegesetzes (BTHG) beschlossen.

Der DOSB kritisierte im Vorfeld gemeinsam mit dem Deutschen Behindertensportverband (DBS), Deutschen Gehörlosen-Sportverband (DGS) und Special Olympics Deutschland (SOD) einen im April vorgelegten Referentenentwurf, hauptsächlich aufgrund unzureichender Leistungen zur sozialen Teilhabe. Diese grundlegende Kritik bleibt aus Sicht des gemeinnützigen Sports weiterhin bestehen. Er fordert deshalb, den Entwurf in den zuständigen Ausschüssen noch einmal zu überarbeiten.
„Leider beinhaltet der vom Bundeskabinett beschlossene Gesetzentwurf keine wesentlichen Änderungen im Sinne der Forderungen der Sportverbände. Mit diesem Gesetz ist man von umfassender Teilhabe noch weit entfernt“, so DBS-Vizepräsident Thomas Härtel, der in der mündlichen Anhörung zum Referentenentwurf im Mai für die Sportverbände eine bessere Teilhabemöglichkeit der Menschen mit Behinderungen eingefordert  und den Gesetzentwurf in vielen Bereichen kritisiert hatte.
„Immerhin konnten wir erreichen, dass die Teilhabe an sportlichen Aktivitäten nun ausdrücklich als mögliche Assistenzleitung in § 78 Absatz 1 BTHG aufgenommen wurde”, sagt DOSB-Vizepräsidentin Prof. Dr. Gudrun Doll-Tepper. „Dies entspricht auch den Vorgaben der UN-Behindertenrechtskonvention zur Absicherung einer selbstbestimmten Lebensführung.”
So erfreulich die Klarstellung sei, dass die entsprechenden Assistenzleistungen auch die Verständigung mit der Umwelt beinhalten: Die Forderungen des gemeinnützigen Sports nach einer Finanzierung von  entsprechende Assistenzleistungen und Unterstützungen durch Mobilitätshilfen im Ehrenamt seien ungehört geblieben.
So haben Unterstützungsleistungen durch Familie, Freunde und Nachbarn weiterhin den Vorrang vor staatlicher Assistenz. Damit ist aus Sicht des Sports eine gleichberechtigte Teilhabe von Menschen mit Behinderung, die sich gesellschaftlich engagieren wollen, nicht gewährleistet. Kritikwürdig bleibe auch der geschlossenen Bildungskatalog, der Leistungen zur Erwachsenenbildung und insbesondere außerschulische Bildung weiterhin außen vor lässt.
Maßstab für ein Bundesteilhabegesetz müsse die UN-Behindertenrechtskonvention sein, um eine gleichberechtigte und gesellschaftliche Teilhabe aller Menschen zu gewährleisten. Dazu gehöre auch der Sport, der häufig ein Motor für Inklusion sei. „Die vorgesehene Einschränkung des leistungsberechtigten Personenkreises steht dem entgegen, auch wenn im Vergleich zum vorhergehenden Referentenentwurf Ermessensentscheidungen möglich sein sollen“, erklärt der Sport.

to the press centre of the anti-terror operation (ATO) HQ, over the
past 24 hours the enemy has violated the ceasefire for 56 times.

The enemy
shelled the Ukrainian positions near Avdiivka with
122 mm artillery, near Avdiivka, Zaitseve, Luhanske, and Novoselivka Druha with
120 mm mortars.

Militants
used 120 and 82 mm mortars near Talakivka. The
illegal armed formations attacked the Ukrainian positions near Shyrokyne, Marinka, Starohnativka, Krasnohorivka, and
Slavne. Occupants also fired grenade launchers,
APC armament, anti-air mounts, and heavy machineguns in Donetsk
oblast.

In Luhansk oblast, the enemy used mortars near Novooleksandrivka.

The Government has
dismissed Deputy Minister of Health of Ukraine Roman Vasylyshyn,
who on the eve was arrested for bribes, Prime Minister
of Ukraine Volodymyr Groysman
has informed this during a conversation with journalists in the Parliament of
Ukraine on Friday.

“Weve
decided to dismiss him from office, which absolutely makes sense following
these events,” he said.

Commenting on the
detention of the Deputy Health Minister, he pointed out that, “[they] will be put
in prison, and there will be a lot of buzz about it. And now the buzz is
starting, and [they] will be in prison, and no one will help them,” he
said.

He thanked the
Security Service of Ukraine, the Prosecutor Generals Office of Ukraine and the
National Anti-Corruption Bureau of Ukraine for the work and commitment.

“We
must purge away and root out mercilessly what was until recently absolutely
normal practice which is corruption – in the oil and gas sector, energy sector
and state authorities. This is a matter of principle,” he said.

“Therefore,
I would like to repeat: youll be in prison, and there will be a lot of buzz about it. I will strongly contribute to this,”
emphasized the Prime Minister, referring to the civil servants.

Good afternoon, colleagues.This is the second time this year we are holding a meeting on military
technology cooperation.You know that the demand for end products and primarily technology and personnel
training is increasing on the global arms market. Our military universities
have recently held graduation ceremonies, and I have noticed many foreigners
among the graduates, primarily, but not only from CSTO countries. This is a positive event, and we will continue doing this in future. We are working to achieve the goals set for 2016 in the area of military
technology cooperation. The exports of Russian-made weapons and military
equipment have reached $4.6 billion, and our contract portfolio is worth more
than $50 billion. Russian weapons and military equipment have proven efficient and reliable in vastly different conditions. We sell them to countries in Europe,
Asia, Africa, the Middle East and Latin America. Importantly, the geography of these deliveries is gradually increasing, new intergovernmental agreements are
signed and bilateral working groups created. However, we must continue working
to enhance the effectiveness of our military technology cooperation, acting with
greater accuracy and coordination. At the same time, we should remember that
more energetic efforts in this area will undoubtedly increase competition. In this context, I would like to express our gratitude to Russian arms
exporters, who are working successfully in new realities, despite tough
competition and sometimes unscrupulous actions of our opponents. Russia is investing in the creation of modern defence technologies and expanding the range of its exports, from firearms to the latest air and naval
command and control equipment that can change the balance of forces in any
theatre. We produce ever more effective weapons, which remain relatively simple
in use and maintenance. This is demonstrated not only at exhibitions. Our
potential customers can learn about our weapons’ characteristics during their
use at test ranges, at airfields and on the seas. We should continue to highlight the demonstration of our weapon manufacturers’ achievements, promote
Russian-made equipment and develop more convenient customer relations. Other important elements of military technology cooperation are
post-sale maintenance based on a modern system of relations
with foreign customers and the timely delivery of spare parts.

June 2016 became a breakthrough month for the potash industry in Belarus. The state-owned company “Belaruskali” managed to sign two long-awaited contracts with two major potash consumers – India and Bangladesh.
However, the main news came from China: on June 17 Belarus received a $1,4bn loan from the China Development Bank for construction of a new mining and processing factory.
The parties reached this agreement after negotiations lasting more than one year. Although Belarus and China provided no information about a new potash contract, the very fact of this loan’s existence provides grounds to suggest that such deal has been concluded.

Numerous news agencies have spoken about the deal between “Belarusbank” and China Development Bank. Unfortunately, all reports are relatively repetitive and provide very scarce information about the agreements.
According to press-releases, “the agreement, signed on Friday, stipulates the procedure for financing the project of building the mining and processing factory Slavkaliy, using raw materials of the Niežynskaje section of the Starobinskaje potash salt deposit in Minsk region of Belarus”. Neither report provided any further details.
Aliaksandr Lukashenka and Slavkaliy’s owner Mikhail Gutseriev announced an ambitious construction project at the Starobinskaje potash salt deposit. Later, different sources reported that Gutseriev does not intend to invest his own assets but rely only on allocated Chinese loans.
A representative of the “Belarusbank” described the negotiations as difficult. In, they started at least in May 2015 during Xi Jinping’s visit to Belarus. Chinese mass-media reported that in exchange for China’s loan, Belarus would supply four million tonnes of potash fertilisers for a total amount of $1,3bn, i.e. around $325 per tonne.

Nevertheless, since May 2015 no significant loans have come from China. The table below illustrates the amount of loans received by Belarus from Chinese banks in June 2015-May 2016:

The data demonstrate that in spite Xi Jinping’s visit and his intention to provide Belarus with Chinese, the final amount remained far less than Belarusian authorities’ stated expectations.

It seems that China did not hasten to conclude the loan agreement. Even Lukashenka’s visit to Beijing in September 2015 and his Directive No.5, which had introduced very favourable terms for Chinese companies working with Belarus, had limited influence.
Alongside continuing negotiations, China was actively purchasing potash fertilisers from Belarus. The country managed to accumulate huge stocks of these goods in order to guarantee a large price reduction in the future.
During the year 2015 Belarus significantly increased its exports of potash fertilisers to China (around two million tonnes in total), despite reducing prices. Such supplies helped China accumulate more than five million tonnes of stocks in potash fertilisers and prolong negotiations for a new contract with Belarus.
The year 2016 witnessed the first fruits of this policy. Belarus failed to maintain the same level of revenues from potash exports to China. In the context of the economic crisis this means less negotiating power for Belarus and its readiness to agree to less favourable terms. The break-off with “Uralkali” and the arrest of its manager Vladislav Baumgertner in 2013 also contributed to this situation.

Belarus’ policy regarding potash markets in 2015 to a great extent resulted in a general potash prices reduction on the global market. Other main potash fertilisers consumers in Asia, primarily India, also tried to use the chance to obtain more favourable conditions, while the main suppliers tried to take a break in order to negotiate on higher prices.
However, because of the deepening economic crisis in Belarus and lack of foreign currency, the Belarusian authorities failed to secure much manoeuvering room. On 24 June Belarus signed a contract with Bangladesh, although the exact price remains unfamiliar to the public.
On 27 June Belarus agreed to sell 700,000 tonnes of potash to the company Indian Potash Limited at $227 per tonne, the lowest price in a decade. Usually, the first contract is signed by the major producer, while the others use the agreed terms as a benchmark for their contracts. This year “Belaruskali” has broken with this tradition.
The competitors believe that this price is unacceptably low, while the consumers expect even more favourable conditions. However, the main question concerns which decision China will take. Will the Chinese authorities follow the Indian example or are they sure that they are able to guarantee a lower price?

No one can expect a loan from China without a clear profit for officials in Beijing, particularly in the sphere of potash fertilisers. More than a year of negotiations, as well as China’s elaborated policy on the global potash market should bring positive results. The loan agreement signed on 17 June definitely contains important details which have not been revealed to the public. They remain a matter of speculation; however, a few details provide fertile ground for consideration.
First of all, the borrower is “Belarusbank”, while the finances will go to the “Slavkali”, a company owned by Russian businessman Mikhail Gutseriev. The direct interests of Belarus remain unclear.
The second point concerns the reasons which pushed China to allocate this loan. Does it mean that Belarus agreed to supply potash fertilisers for less than $200 and for a long period of time? Unfortunately, the potash sphere remains one of the less transparent businesses in Belarus. The lack of transparency results in serious failures on the global market, including the Chinese one.

Belarus and China prevent distribution of reliable information about their cooperation in the field of potash fertilisers. Due to conflicting interests, the negotiations between the parties lasted more than one year.
However, the fact that the loan was agreed upon on 17 June proves that the parties managed to conclude an agreement. The successive contracts with India and Bangladesh support this theory.
Low prices in the contract with India, desperate need of the Belarusian authorities in foreign currency and China’s preparedness for lengthy negotiations suggest very low prices for Belarus fertilisers on the Chinese market.

„Die Parlamentarier werden andere sein, die Probleme beim BER bleiben dieselben. Fehlende Genehmigungen und die ungeklärte Situation in Sachen Regierungsterminal lassen nach der Wahl zum Abgeordnetenhaus eine x-te Verschiebung des Eröffnungstermins erwarten, wenn niemand die Courage für eine klare Ansage findet“, erklärt Herbert Behrens, für die Fraktion DIE LINKE Obmann im Verkehrsausschuss des Bundestages, anlässlich der letzten Sitzung des Aufsichtsrates des BER vor der Neuwahl zum Berliner Abgeordnetenhaus. Behrens weiter:

„In der Vergangenheit haben sich die Anteilseigner Brandenburg, Berlin und Bund gern gegenseitig die Verantwortung für Verzögerungen zugeschoben. Wenn in der heutigen Aufsichtsratssitzung Baufortschritte besprochen werden sollen, muss ein Zeitplan dabei herauskommen. Den Bürgerinnen und Bürgern ist reiner Wein einzuschenken, ob sie für weitere Millionenkredite haften müssen, wenn der BER erst 2018 starten kann. Eine Verschiebung des Eröffnungstermins um ein Jahr könnte noch einmal eine halbe Milliarde Euro mehr kosten.
