Министерство спорта Российской Федерации, комментируя вышедший накануне, 8 июня, в эфир на немецком телеканале ARD очередной документальный фильм, содержащий обвинения в применении допинга в адрес российского спорта, разъясняет.

1. В отношении отстранённых тренеров, по мнению авторов фильма до сих пор осуществляющих тренерскую деятельность:

Министерство спорта Российской Федерации решительно отвергает обвинения в неспособности принять необходимые меры на своём уровне в части борьбы с допингом. Ни один дисквалифицированный тренер не привлекается к работе со сборными командами Российской Федерации и не финансируется государством. Данная мера закреплена законодательством.

Минспорт России не может контролировать передвижение и местонахождение дисквалифицированных тренеров и спортсменов. При наличии информации о том, что дисквалифицированный персонал продолжает свою тренировочную деятельность, мы немедленно реагируем и принимаем соответствующие меры.

2. В отношении упоминания в фильме министра спорта Российской Федерации Виталия Мутко и его советника Натальи Желановой:

Обвинения, предъявленные в документальном фильме, высказаны одним единственным человеком – Григорием Родченковым. Как известно, в настоящее время независимой комиссией Всемирного антидопингового агентства (ВАДА) именно он признан лицом, причастным к сокрытию фактов употребления допинга спортсменами и распространению допинга в целях личного обогащения.

Г. Родченков, бывший директор Антидопинговой лаборатории в г. Москве, был уволен, как только были получены доказательства его противозаконной деятельности. В течение многих лет Г. Родченкову удавалось обманывать антидопинговое сообщество. Он позиционировал себя как известный специалист по борьбе с допингом, получая международное признание за свою работу среди участников антидопингового движения. На самом деле по его собственному признанию, сделанному после увольнения, Г. Родченков осуществлял незаконную деятельность, нарушавшую дух справедливого спорта в течение многих лет. Любые утверждения, сделанные Г. Родченковым, следует рассматривать с учётом данного факта.

3. В отношении информации о якобы имевшем место сокрытии допинг-проб неупомянутого футболиста, выступающего в одном из российских профессиональных футбольных клубов:

Министерство спорта не имеет сведений или подробностей относительно обвинений, касающихся футбола, прозвучавших в документальном фильме. Любые доказательства правонарушения должны быть переданы в соответствующие органы для проведения надлежащего расследования.

“Specialists of the General Administration for Economic Security and Combating the Corruption of the Russian MIA and the Russian MIA General Administration for the Nizhny Novgorod Region revealed a fact of especially large-scale tax evasion of which executives of a large power supply company are suspected,” said Russian MIA official representative Irina Volk.

As was established, in 2011 the holding’s executives had developed and implemented a tax evasion scheme by understating the taxable base for profit tax and value-added tax. The power supply company and its subsidiaries had concluded agency and consultancy agreements, but no work had been actually carried out under them. Then, they had recorded false information on expenses in the tax returns submitted to the fiscal bodies.

The entity had thus evaded paying taxes to the state budget in the amount exceeding 1 billion 390 million rubles.

The Investigation Committee for the Nizhny Novgorod Region initiated a criminal case on that fact based on essential elements of a crime stipulated by Part 2 Article 199 of the Criminal Code of the Russian Federation (especially large-scale evasion of taxes due from a legal entity).

The police are currently carrying out searches in Moscow and in Nizhny Novgorod. Policemen seize items and documents of evidential significance for investigation of the criminal case.

Measures aimed to establish all circumstances of the case continue.

“Criminal investigation policemen of the Russian MIA General Administration for Saint Petersburg and the Leningrad Region detained a man who had taken tutorship of a child from an orphanage and had committed sexual violence against him during several years,” said Russian MIA official representative Irina Volk.

The Director of one of the centers for orphaned children applied to the police: she reported of sexual violence committed by a 55-year old tutor against his foster child aged 14. A criminal case was initiated on that fact.

On June 8, 2016 as a result of a complex of search and investigation operations, policemen of the 2nd Unit of Criminal Investigation Division No. 1 of the Russian MIA General Administration for Saint Petersburg and the Leningrad Region detained the suspect in village Kasimovo of the Vsevolozhsky District.

He was accused of the fact that during the period from 2012 through 2014 in his private house he had many times committed sexual violence against the boy damaging the child’s normal physiological and psychological development.

In the course of the search within the investigation of the criminal case, the police found six other children from the said orphanage in the detained man’s house.

The police currently carry out investigative measures aimed to establish the purpose of the children’s stay at the detained man’s place of residence and to accuse him of having committed similar crimes. The suspect was detained under Article 91 of the Criminal Procedure Code of the Russian Federation.

A meeting of the Public Council under the Russian MIA was dedicated to the discussion of ensuring public confidence and support in the internal affairs bodies’ work. The event was held as a video conference with educational institutions.

Minister of Internal Affairs of the Russian Federation General of Police Vladimir Kolokoltsev together with members of the Public Council communicated with young officers from 16 universities of the MIA and answered their questions.

The meeting encompassed a wide range of issues: specifics of precinct police officers’ work, the Public Council’s role in the formation of a policeman’s moral and mental profile, service in peacekeeping forces, the new draft law providing for mandatory twenty-four-hour video transmission from service rooms of police units.

Vladimir Kolokoltsev emphasized that the video conference format within the work of the Public Council had been chosen for a reason: “It ensures not only expansion of the geography of communication, but is actually the first step toward an open trust-based dialog between public representatives and future policemen”.

Addressing the young generation, the Chief of the Ministry noted that the service in the Russian police was a serious and responsible choice and that today only highly qualified specialists able to promptly and adequately respond to any safety challenges could efficiently counteract crime.

According to Vladimir Kolokoltsev, the Ministry has been doing everything possible to ensure a high quality of education in the MIA universities: “In the course of the Ministry’s reforming, the training system has been considerably transformed. It now comprises all stages of education: from professional orientation at an early age in Suvorov schools and cadet corps to training of top-qualified academic staff”.

Vladimir Kolokoltsev wished young colleagues to properly fulfill their job duties, be honest and principled and always be loyal to the oath and duty.

Chairman of the Public Council under the Russian MIA Anatoly Kucherena, in his turn, addressed words of encouragement to the graduates: “We rely on your competence, honesty and responsibility. We believe that our personal safety and our families’ safety depend on specialists of law enforcement bodies representing the state power and now – on all of you”.

“Returning from the service, Krasnoyarsk policemen rescued 78 people, including 15 children, from a burning building,” said Russian MIA official representative Irina Volk.

“When returning from the service, the policemen noticed dense smoke in one of the streets of the village. Jointly, they evacuated 78 people, including 15 children, from the burning building,” said Russian MIA official representative Irina Volk.

In village Krasnoturansk of the Krasnoyarsk Territory, Deputy Chief of Municipal Division “Krasnoturansky” of the MIA and Chief of the Investigation Unit Lieutenant Colonel of Justice Roman Bauer, Chief of the Criminal Investigation Unit Police Major Viktor Kucherganov and operations officer Police Captain Sergey Trubinsky evacuated people from the burning multifamily residential building.

The night before, returning from the service, the policemen noticed dense smoke in one of the streets of the village. The source of the smoke was a fire in one of the apartments of the five-floor building. The policemen immediately reported about the accident to the duty unit.

The situation required prompt actions because the fire could spread across the entire house. The policemen who happened to be the first at the scene started evacuation of the residents of the first floor. When fire teams arrived, the policemen continued notifying citizens and taking them out from the building. Through joint efforts, 78 people, including 15 children, were evacuated from the burning building.

As a result of the fire, a 51-year old man died – the inflammation occurred in his room on the second floor. Two residents were taken into the regional hospital – they had burn injury in the upper respiratory tract and poisoning with carbon monoxide.

“Policemen of the General Administration of Criminal Investigation of the Russian MIA together with the Russian FSB detained members of a transregional international organized group,” said Russian MIA official representative Irina Volk.

They are suspected of organization of an illegal migration channel in the Moscow, Smolensk and Bryansk Regions. The malefactors helped foreign citizens from the CIS, Syria and Turkey to unlawfully stay in Russia in violation of the established procedure for registration, movement and choice of residence.

The unlawful activity was carried out in an office in Moscow allegedly operating as a visa application center. The defendants provided illegal immigrants with the necessary package of documents (visas, migration cards, registration at a place of stay, medical certificates, etc.).

As was established, the group was headed by a 42-year old woman born in Ukraine. The group also included five more persons, including her husband and son who worked as a courier. All functions in the illegal business were distributed very clearly.

In the course of the searches at the places of residence and in the office in Moscow and Smolensk, servicemen of the General Administration of Criminal Investigation of the Russian MIA found and seized notebooks, seals of various entities, cuts, stamps, “black” accounting records, as well as other documents.

The suspected citizens were detained. The police initiated a criminal case according to Clause A Part 2 Article 322.1 of the Criminal Code of the Russian Federation (“Organization of illegal migration committed by an organized group”).

Диплом победителя в номинации «За внедрение инновационных технологий» получил генеральный директор ООО «Газпром геологоразведка» Алексей Давыдов в ходе 5-го международного форума «Ямал Нефтегаз — 2016», который состоялся 8 и 9 июня в городе Салехарде Ямало-Ненецкого автономного округа (ЯНАО). Награду руководителю компании вручил губернатор ЯНАО Дмитрий Кобылкин.

«Мы ведем работу над проектами на основе комплексной интерпретации сейсморазведочных и скважинных данных, в том числе с разработкой новых подходов. Например, внедрение инновационной методики прогноза газонасыщенных толщин сеноманского комплекса позволило сократить сроки подготовки запасов газа Крузенштернского месторождения к промышленному освоению, постановки их на государственный баланс без бурения дорогостоящих разведочных скважин в акватории. В 2015 году данная работа авторского коллектива была удостоена премии ПАО „Газпром“ в области науки и техники», — сказал генеральный директор ООО «Газпром геологоразведка» Алексей Давыдов.

Кроме того, губернатор Ямало-Ненецкого автономного округа Дмитрий Кобылкин торжественно вручил Алексею Давыдову памятный знак «Первая скважина» для дальнейшей его установки на Крузенштернском месторождении. Такие же таблички ООО «Газпром геологоразведка» планирует разместить на Тасийском, Малыгинском и Северо-Тамбейском месторождениях в рамках регионального проекта «Моя профессия — геолог» и акции «Первая скважина».

For a better mobility in Europe: CEMA traffic & crisis management system showcased at ITS European Congress in Glasgow.

Congestion costs time, money and nerves. It may also lead to life-threatening situations. Traffic management systems are designed to ensure that traffic runs smoothly whether in the city, on the highway or on country roads and that optimal use of existing infrastructure is made. However, traffic management requires the most up-to-date and precise data to plan construction works, resolve traffic peaks or respond to emergencies.

Deutsche Telekom addresses these problems via the Central Europe Mobility Atlas (CEMA), a complex mobility model, supporting traffic and crisis management. It has been conceptualized, developed and tested in Czech Republic by the RODOS – Transport Systems Development Centre (Centrum pro ROzvoj DOpravních Systémů), under the auspices of the VŠB – Technical University of Ostrava and in strategic partnership with T-Mobile Czech Republic.

CEMA collects and analyzes large amounts of traffic and anonymous mobility data from multiple sources. The system can be extended with sensor data for floods or pollution. In Prague’s metropolitan area, for example, mobility information generated by the RODOS model is used for optimizing the city’s integrated public transport system.

Such information can also be really valuable for fast decision making in critical situations, across countries as well, as a crisis often won’t stop at national borders. For example, in the event of a crisis or natural disaster, rescue team units can be instantly informed, which in turn can save lives.

Key to turn cities smarter
CEMA is also an important component of Deutsche Telekom’s Smart Cities concept. Knowing the flow of people within a city can make it so much easier to plan public transport capacities and appropriate traffic infrastructure. This way, municipal authorities and urban planners can always keep the needs of citizens in focus.

“Deutsche Telekom aims at putting the pieces of the complex smart city ecosystem together, supporting cities in their transformation process into intelligent urban areas and ultimately helping to increase the quality of life for citizens,” says Ralf Nejedl, Senior Vice President for B2B/ICT Sales & Service Europe at Deutsche Telekom.

The solution has been presented at various Fora, Expos and most recently at the ITS European Congress, Europe’s largest event in Intelligent Transport Systems and Services, held in Glasgow. Following its successful implementation in the Czech Republic and, in cooperation with other local Deutsche Telekom subsidiaries in Europe, it will also be gradually implemented in Poland, Austria, Slovakia, Hungary and Croatia.

“Bei der Expertenanhörung fragte die Union zuerst ‘ihren’ Experten nach seiner Einschätzung zu Einheitlichkeit der Regelung und Therapiefreiheit der Ärzteschaft. Er antwortete eindeutig, die bundeseinheitliche Versorgung sei nicht gewährleistet und die Therapiefreiheit nicht gesichert, weil unklar sei, wann Leistungen vom Sozialamt übernommen werden. Der Spitzenverband der Krankenkassen betonte, dass die Kassenleistungen für gesetzlich Versicherte nur das Notwendige umfassen. Wenn man daran Abstriche macht, ist ein sinnvolles Leistungsniveau nicht gesichert.

Selbst den geringen gesetzlichen Anspruch auf Versorgung bei akuten Krankheiten und Schmerzen missachten Sozialämter. So berichtete das Medi-Netz in seiner Stellungnahme von einem fünfjährigen Jungen, dem neun Zähne gezogen bzw. behandelt wurden. Das Sozialamt verweigerte eine Narkose mit der Begründung, er müsse das aushalten, da er auf die Narkose keinen Anspruch habe.

Diese unmöglichen Zustände muss die Koalition endlich ändern. Auch Asylsuchende brauchen die notwendige gesundheitliche Versorgung auf Kassenniveau. Nicht mehr, aber auch nicht weniger.”

Commissioner Margrethe Vestager, in charge of competition policy, said: “Consumers, hospitals, schools and other food-service customers must be able to rely on competition to deliver affordable prices and good service. Our investigation has confirmed that this would be the case also after the merger, so I am pleased that the Commission has been able to clear the takeover quickly.”

Proposed transaction

Both companies are full range distributors, delivering a broad variety of chilled, frozen and ambient food across all product categories and across all sectors of the foodservice industry. They focus their activities on “delivered wholesale” distribution which means that they purchase food from manufacturers, stock it in warehouses and sell it on to the foodservice customers.

Sysco’s activities in the European Economic Area (EEA) are carried out mainly through its subsidiary Pallas, which is active in the island of Ireland (Republic of Ireland and Northern Ireland). Brakes’ business is mainly focussed in the United Kingdom (where it is the largest foodservice distributor), France and Sweden, but it also sells in the Republic of Ireland.The companies’ activities mainly overlap in the island of Ireland.

Commission investigation

The Commission examined the effects of the merger on competition in the areas of “delivered wholesale” distribution by full range suppliers to national and independent customers in the island of Ireland. National customers are customers with numerous foodservice outlets spread around the island of Ireland whereas independent customers have a more limited number of foodservice outlets.

The Commission’s investigation showed that several full range distributors able to supply national and independent customers on the island of Ireland will remain active in the market after the takeover. These include BWG, Henderson, Lynas and Musgrave. Moreover, it is not difficult for competitors to expand to other geographic areas by opening new warehouses at relatively low cost. The Commission’s investigation also found that specialist distributors (focussing on particular food categories such as meat or dairy) can exert a competitive constraint on full range distributors in their areas of specialty.

Data submitted by the companies also showed that Sysco and Brakes are not particularly close competitors in terms of bidding for public and private contracts. National customers, who tend to award contracts through a bidding process (contracts have an average duration of three years) are able to switch once a new tender is launched. Independent customers, who tend to place ad hoc orders, confirmed that it was relatively easy to switch to other distributors.

Finally, the Commission investigated complaints raised during the course of the market investigation that the merged entity could shut out competitors by forcing certain specialist food manufacturers to enter into exclusive arrangements. The Commission concluded that these concerns were unlikely to materialise, because the proposed acquisition will not increase Sysco’s spending power on food purchasing to the extent that it would change Sysco’s ability or incentives to shut out other players.

The transaction was notified to the Commission on 29 April 2016.

Merger control rules and procedure

The Commission has the duty to assess mergers and acquisitions involving companies with a turnover above certain thresholds (see Article 1 of the Merger Regulation) and to prevent concentrations that would significantly impede effective competition in the EEA or any substantial part of it.

The vast majority of notified mergers do not pose competition problems and are cleared after a routine review. From the moment a transaction is notified, the Commission generally has a total of 25 working days to decide whether to grant approval (Phase I) or to start an in-depth investigation (Phase II).
