Due to the unstable financial position of JSC CB Rosinterbank and a real threat to its creditors’ and depositors’ interests, the Bank of Russia appointed the state corporation Deposit Insurance Agency to perform the functions of the provisional administration of the bank from 15 September 2016 for the six months’ period.

The powers of shareholders connected with participation in the authorised capital and the powers of JSC CB Rosinterbank’s management bodies are suspended within the period of activity of the provisional administration.

The top priority objective of the provisional administration is to inspect the financial position of the credit institution.

The agenda included issues of interaction between the Russian MIA and the Central Election Commission of the Russian Federation during the period of preparations for and on the single voting day in Russia – September 18, 2016.
Aleksandr Gorovoy noted that on the eve of the elections policemen protected citizens’ safety and public order on a routine basis during public events related to candidates’ election campaigning. By the moment, the Russian MIA territorial bodies have already recorded about 4,000 complaints about incidents connected with holding of the elections; 22 criminal cases have been initiated.
Public activity is expected to grow in a number of regions of the Russian Federation. Therefore, the management of the Russian MIA has decided to send most high-skilled employees of the Russian MIA Headquarters to such regions in order to provide organizational, practical and methodological assistance to the Russian MIA territorial bodies.
The First Deputy Minister of Internal Affairs of the Russian Federation reminded that the Russian MIA had created the Emergency HQ for Prevention of Violations in the course of the preparations for and during the days of the elections. In case of any irregular situation, any citizen may address a duty officer at telephone number: 8 (495) 667-69-89.
Aleksandr Gorovoy said that the internal affairs bodies were ready to protect public order and safety during the period of the elections. About 300 thousand employees of the internal affairs bodies, 12 thousand servicemen of the Federal Service of National Guard Troops of the Russian Federation, and 7 thousand members of voluntary people’s guards and employees of non-state security structures will be engaged in the public order protection.
At the end of the meeting, Chairman of the Central Election Commission of the Russian Federation Ella Pamfilova thanked the Russian MIA management for the high level of attention and prompt responding to problems arising in the course of preparation for and on the single voting day.

Tbilisi hosted the International Sambo Tournament dedicated to the memory of world and European champion Archil Chokheli. Inspectors of the Patrol and Inspection Service of the Russian MIA Administration for Novorossiysk international master of sports in sambo Yury Saifutdinov and master of sports in sambo Levon Matevosyan took part in the competitions. About two hundred athletes from various countries competed in the tournament.
The Novorossiysk policemen won the third place in their weight category of up to 82 kg having yielded only to Georgian sportsmen.
The winners and runners-up received cups, medals and internationally recognized diplomas.

“Pursuant to the investigator’s order of the General Investigation Administration of the Russian MIA General Administration for Moscow, an executive of the group of companies selling footwear and apparel was put on the federal wanted list,” said Russian MIA official representative Irina Volk.
According to the preliminary data, the accused had stolen a large amount of money from a bank.
Relying on the collected materials of the check performed by employees of the Administration for Economic Security and Combating the Corruption of the General Administration of the Russian MIA for Moscow, the General Investigation Administration of the Moscow police initiated a criminal case based on essential elements of a crime stipulated by Part 4 Article 158 “Fraud” of the Criminal Code of the Russian Federation.
“At the moment, the man is on the federal wanted list,” Irina Volk added.
The investigation of the criminal case is ongoing.

“Investigators of the Russian MIA General Administration for the Krasnoyarsk Territory forwarded to the court the criminal case on five facts of frauds and robberies against pensioners in the Krasnoyarsk Territory, Omsk, and Novosibirsk. The total damage had exceeded 3,400,000 rubles,” said Russian MIA official representative Irina Volk.
The police established that three malefactors had teamed up to steal money from elderly people.
As was found by policemen, the malefactors had traced potential victims near banks. Having made sure that nobody had been attending the pensioners, one of them had selected most trustful citizens and, posing as a businessman, had asked them to help him with money transfer. The man had explained that he had lost his documents and asked for permission to use the victim’s electronic account. He had proposed the pensioners to withdraw all money from their accounts so as to see the exact amount of the transfer, and then had asked them to lend him money promising to repay the amount with interest on the following day. If a pensioner had suspected the fraud, the malefactors had driven him away to an unpopulated place and taken away all the money withdrawn.
“Investigators of the Investigation Unit of the Russian MIA General Investigation Administration for the Krasnoyarsk Territory initiated a criminal case based on essential elements of crimes stipulated by Part 4 Article 159 ‘Fraud committed by an organized group’ and Part 2 Article 161 ‘Robbery committed by a group of persons in collusion’ of the Criminal Code of the Russian Federation,” Irina Volk added.
In the course of the preliminary investigation, two defendants voluntarily reimbursed 1,690,000 rubles. Besides, the investigators arrested the suspects’ property – its value will be sufficient for full recovery of the inflicted damage.
The accused will soon appear before the court.

“Policemen of the Criminal Investigation Administration of the Russian MIA General Administration for the Moscow Region together with colleagues from Intermunicipal Administration “Odintsovskoye” of the Russian MIA and servicemen of Special Rapid Response Unit “Bulat” detained a member of the ethnic group involved in extortions,” said Russian MIA official representative Irina Volk.
Intermunicipal Administration “Odintsovskoye” of the Russian MIA received a complaint from a 58-year old sole proprietor that two malefactors menacing with firearms had been squeezing 180,000,000 rubles from him by false pretenses.
As a result of the investigation and search measures, the police detained in Moscow a 33-year old native of the North Caucasian Federal District suspected of the crime.
During the search at the detained man’s place of residence, the police found and seized a Vepr-12 shotgun and 69 cartridges for it. The confiscated weapons and ammunition were sent for examination; a procedural ruling will be rendered based on its results.
The Investigation Administration of Intermunicipal Administration “Odintsovskoye” of the Russian MIA initiated a criminal case on that fact according to Article 163 “Extortion committed by a group of persons in collusion” of the Criminal Code of the Russian Federation. The sanction under this article provides for up to seven-year imprisonment.
Restraint in the form of remand in custody was imposed on the detained man. By now, the police have identified the second perpetrator who has been put on the federal wanted list.

Today we mark the International Day of Democracy. Democracy lies at the heart of the European Union, and this is why the democratic values that constitute our foundations have to be cultivated each and every day, first of all in our continent. Democracy requires constant commitment to participatory citizenship, transparency, pluralism and inclusion. The links and trust between the citizens and the elected institutions representing them are often under strain, prompting social tensions and political division.
And around the world, democratic values are not yet a given for many people. We are proud of the EU’s enduring power of attraction and willing to support consolidation of democracy across the globe.
The European Union is strongly committed to address these challenges and support worldwide democracy, as the system of governance that delivers to citizens and works for them, in line with the ambitious objectives put forward in the EU Action Plan for Human Rights and Democracy. As a tangible token of its support and commitment, the EU supports many initiatives, among which 8 Electoral Observation Missions that took place last year throughout the world.
The European Union Global Strategy reiterates our common interest to cooperate with our partners around the world on democracy and a rules-based global order. Resilient democracies, respect of  human rights, justice, solidarity, equality, non-discrimination and pluralism guarantee security and more prosperity to the world. This is an essential element to fulfil the Sustainable Development Goals we endorsed only one year ago, in Europe and worldwide.
We will continue to contribute to global action to address the root causes of conflict and poverty, which force people into perilous migration routes. Lack of resilient democratic states able to respond to citizens’ needs is certainly one of them. We will continue to partner with governments, civil society, social partners and the private sector to make democracy deliver concrete results for everyone.

Reacting to today’s State of the European Union address, Markku Markkula, expressed concern that the added value of cities and regions in rebuilding citizens’ trust in the EU had not been sufficiently understood. “Despite living in turbulent times, Europe’s foundations are strong enough to move ahead but we need to reinforce our common direction, work in partnership and show stronger political leadership at all levels of government” President Markkula remarked. He further pointed out that the European Union needs to be simpler, deliver results that positively impact the lives of citizens and listen to the concerns of communities living in cities and regions. Referring specifically to investment, President Markkula praised the announcement by the EC’s President, Jean-Claude Juncker, to double support under the Investment Plan for Europe, but added, “A better Europe is a cohesive Europe. We must ensure investment starts local and supports social cohesion if it is to succeed. Everything else will only be a top-down failing exercise leading to more populism and extremism. The EU needs to support pioneering cities and regions to speed up innovative change. ”
“Investment is a shared priority in the EU but we must not forget that there are already several ways to deliver this priority. Cohesion policy – making up one-third of the EU’s total budget – is and must remain Europe’s main investment tool. Every financing source must remain complementary and work in synergy as they serve the same objective: to create a more prosperous, fairer and sustainable Europe “, President Markkula stated.
President Markkula welcomed the European Commission’s position to migration, ” The European Committee of the Regions has backed President Juncker’s approach to the refugee crisis and migration flows on several occasions. We need to find urgent solutions when it comes to welcoming refugees and integrating migrants in our regions and cities.”
He finally remarked, “Ahead of the informal meeting of 27 member states in Bratislava on Friday, we must also remind ourselves that the democratic foundations of our Union goes far beyond the EU’s institutions. We should not get tied up in an argument about more or less Europe. We must instead listen and respond to the needs of our citizens by ensuring the relevant level of government has the ability to deliver results effectively” he stressed.

Танкисты 49-й общевойсковой армии Южного военного округа (ЮВО) в рамках полевого выхода на полигоне Молькино в Краснодарском крае выполнили первые учебные стрельбы из новейших танков Т-72Б3, которые недавно поступили в объединение.

В занятиях по огневой подготовке принимают участие около 150 военнослужащих, задействовано свыше 30 единиц современного вооружения и военной техники.

При выполнении упражнений учебных стрельб военнослужащие вели огонь из танковых пушек с ходу по появляющимся и движущимся мишеням, а также поражали воздушные цели из крупнокалиберного пулемета «Корд». Средняя дальность до целей составляла около 2 тыс. м.

Особенностью проведения учебных стрельб является использование 14,5 мм вкладного ствола, который монтируется в штатную  125-мм пушку танка, и применение боеприпасов меньшего калибра. Это позволяет не допустить преждевременного износа ствола пушки и с меньшими затратами подготовить танковые экипажи к стрельбе штатными выстрелами.

Также в ходе полевого выхода механики-водители выполняют упражнения по вождению танков на труднопроходимой, пересеченной местности с преодолением различных препятствий.

Экипажи танков Т-72Б3 отрабатывают нормативы по загрузке боеприпасов, переводу танка из походного положения в боевое, разведке целей и определению дальностей до них.

На каждый экипаж отводится не менее 20 часов комплексных занятий по вождению боевых машин и более 20 часов огневой подготовки. Каждое второе занятие проводится в ночное время суток.

Практическому освоению новейших танков предшествовали теоретические занятия, на которых военнослужащие изучили тактико-технические характеристики и возможности боевых машин.

Следующим этапом боевой подготовки танкистов станет выполнение упражнений контрольных стрельб штатным 125-мм снарядом в начале октября текущего года.

Прокуратура Магаданской области провела проверку причин образования задолженности ГБПОУ «Магаданский политехнический техникум» по оплате услуг теплоснабжения перед ресурсоснабжающей организацией ПАО «Магаданэнерго», которая по состоянию на 1 августа 2016 года составляла свыше 2 млн рублей.

Установлено, что министерство образования и молодежной политики региона, в силу закона обязанное финансировать учебное учреждение, не исполнило заявки Магаданского политехнического техникума о выделении денежных средств на оплату теплоснабжения.

Невнесение платы за полученные услуги создавало предпосылки к несвоевременному началу теплоснабжения учреждения в наступающем учебном году.

Прокуратурой области министру образования и молодежной политики области внесено представление об устранении нарушений закона.

После вмешательства прокуратуры расходы образовательного учреждения профинансированы, задолженность перед ресурсоснабжающей организацией погашена в полном объеме.
