Chairman of the Verkhovna Rada of Ukraine Andrii Parubii met with
delegation of House of Representatives of Congress of USA headed by Chairman of
the Commission “Partnership for Democracy” Peter Roskamom

Chairman of the Verkhovna Rada thanked for support of Ukraine from the US,
for efforts exerted to help our country. “This support is especially  important for us at hard times when both
reform and security of the country are in the foreground,” – said Parubii.

The parties discussed the progress of reforms in Ukraine, the situation
in the ATO zone and the development of partnerships.

Parubii informed about the adoption by the Verkhovna Rada  of Ukraine of draft laws which  provide for changes to the Constitution in
terms of judicial processing, the laws aimed at strengthening cooperation with
the IMF and the laws of social trend. He underlined that nowadays Parliament is
preparing to review and approval of the draft amendments to the Rules of the Verkhovna
Rada , that, in turn, will improve the legislative process and become an
important tool of  reforms.

Speaking about the priorities of the the Verkhovna Rada  Parubii stressed on the need to improve
electoral legislation. “As for me, the electoral reform is a very
important matter, because a system that is now 
has collected all the negatives,” – he said, noting that its
implementation is not realistic before autumn.

Representatives of Congress
of USA noted the progress in Ukraine. They declared their commitment to
cooperation with Ukraine and supported the importance of continuing sanctions
against Russia.

The Verkhovna Rada of Ukraine with 335 votes in plenary meeting on 2 June adopted the Law “On Amendments to the Constitution of Ukraine (on justice)” and the law “On the Judicial System and Status of Judges”.

People deputy Nadiia Savchenko
during her speech at the morning plenary meeting on May 31 thanked all
Ukrainian who fought for her, all good people of the world that supported her,
and Ukraine.

On June 1
parliamentary hearings were held on “Vocational training as a part of
providing qualified personnel potential of Ukraine: Challenges and Solutions”.

Opening the hearing,
Deputy Chairperson of the Verkhovna Rada of Ukraine Oksana Syroid, in
particular, stressed: “We have put carrier-technical education under
threat of destruction. But carrier-technical education – that’s what people
want, because without such kind of education there would be if no seamstress,
mason, carpenter, worker in factories”.

Events were with the participation of leadership
the Verkhovna Rada of Ukraine.

Chairman of the
Verkhovna Rada of Ukraine Andrii Parubii during a meeting on Monday with the
Speaker of the Seim of Lithuanian Republic Loreta Hrauzhynienie, Marshal of the
Senate of the Parliament of the Republic of Poland Stanislaw Karchevskyi and
members of the Presidium of the Inter-parliamentary Assembly noted that the
support provided by Poland and Lithuania, is “the most powerful and
important.”

The meeting participants
discussed a wide range of trilateral cooperation, particularly in the context
of reform, democracy and fight corruption.

Chairman of the
Verkhovna Rada of Ukraine Andrii Parubii during a meeting of the Inter-parliamentary
Assembly of Ukraine, Lithuania and Poland, Chairman of the Verkhovna Rada of
Ukraine called on to actively promote the development and close cooperation
within the Baltic-Black Sea Union.

According to him, the
first step to create a collective security in the Baltic-Black Sea region could
be a joint Ukraine-Polish-Lithuanian military corps.

Chairman of the
Verkhovna Rada of Ukraine attended the Fifth National Prayer Breakfast.

In Parliament seventh session of the Inter-parliamentary
Assembly of the Verkhovna Rada of Ukraine, the Seim of Lithuanian Republic, the
Seim and Senate of Polish Republic was held.

Its members for two
days discussed the role of inter-parliamentary component in terms of military
aggression from Russia.

As part of the Seventh
Session meetings of inter-parliamentary committees were held.

Tripartite inter-parliamentary
Assembly of the Verkhovna Rada of Ukraine, the Seim of Lithuanian Republic, the
Seim and Senate of Polish Republic adopted a joint declaration on the results
of the two-day meeting of the Assembly and appealed to the governments of the
three countries with a proposal to assign the Lithuanian-Polish-Ukrainian
military brigade the name of the prominent governor and prince Kostiantyn Ostrog.

a number of events were held in parliamentary
committees and their representatives took part in visits and meetings.

The Committee on construction,
urban development, housing considered and recommends the Verkhovna Rada to
adopt in overall and in principle a draft law on amendments to article 13 of
the Law of Ukraine “On peculiarities of committing of ownership right in
an apartment house.”

Chairman of the
Committee on state construction, regional policy and local government Serhii
Vlasenko met with the deputy head of the project “Management Reforms inf
the east of Ukraine”, carried out by the German Society for International
Cooperation (GIZ) Taras Zhuravel, an independent expert project Stefan Draeger
and head of mission of the German Society international cooperation (GIZ)
Arlette Stoianovich.

Chairman of the
Committee on state construction, regional policy and local government Serhii
Vlasenko held a meeting with the special adviser of the Government of Ukraine
on the issue of decentralization Daniel Popescu (Council of Europe).

The Committee on economic policy recommends to the
Parliament at adopt draft law “On limited and additional liability
companies.”

Members of the Committee for European integration at
the regular meeting considered a number of draft laws on their compliance with
the European Union, Ukraine’s obligations under the Council of Europe and the
Association Agreement between Ukraine, on one hand, and the European Union, the
European Atomic Energy Community and their state-members, on the other hand.

On May 30 “Africa Day” was held by the
Committee on foreign affairs.

African ambassadors accredited in Ukraine, Honorary consuls
of African states, representatives of African associations took part in the
solemn meeting.

During the opening ceremony of the meeting chairperson
of the Committee Hanna Hopko emphasized the consistent position of the
Ukrainian parliament, which holds such an event for the second time.

The Committee on preventing and fighting corruption
considered 163 draft legal acts, which where corruptiongenic factors were not found
out, 17 of which are considered as not meeting the requirements of
anti-corruption legislation.

Members of the Committee on culture and spirituality
considered the comments and suggestions of subjects of legislative initiative
to the draft law on amending the Law of Ukraine “On Protection of Cultural
Heritage” (to provide objects underwater cultural heritage status of the
Marine memorial) and recommended Parliament to adopt it in a whole.

The Committee on science and education held a
“round table” on “The ideology of entering higher educational
institutions of Ukraine.”

Members of the Committee on human rights, national minorities
and international relations at the meeting discussed the improvement of
regulations for the granting the status of refugee or persons who require an
additional or temporary protection to foreigners and stateless persons who
defended the sovereignty and territorial integrity Ukraine in the armed forces
and volunteer units provided by the legislation of Ukraine.

Committee Chairman Hryhorii Nemyria urged the
government not to violate the law of Ukraine relating internal migrants.

Committee on human rights, national minorities and international relations jointly
with the Committee on foreign affairs and the center for civil liberties held a
“round table” on “Justice in the area of ??ATO and prospects for
ratification of the Rome Statute of the ICC.”

During the event there was a public discussion of analytical reports
prepared by the Center for Civil Liberties on investigation of crimes in the
area of ??counter-terrorist operations
related to violation of fundamental human rights on both sides of the armed
conflict, as well as functioning of the courts, who had to leave the occupied
territories for areas controlled by Ukraine.

Committee on taxation and customs policy considered the amendments prepared
for the second reading of the draft law on amendments to the Tax Code of
Ukraine concerning the exemption of pensions and recommends Parliament to adopt
it as a whole.

The Committee on industrial policy and entrepreneurship agreed with the
proposals of President of Ukraine to reduce the deficit of ferrous scrap in the
domestic market.

Committee on social policy, employment and pension discusses and recommends
Parliament adopts the draft law that will provide recalculation of pensions
for deportees and other victims of political repressions in Ukraine and the
draft law that would guarantee early retired women a decent standard of
retirement pension.

Committee on financial policy and banking recommends Parliament to adopt
the draft law on financial restructuring in the second reading in general.

People’s deputies took part in
international events.

Delegation of the Verkhovna Rada of Ukraine took part in the 62nd spring
session of NATO Parliamentary Assembly, held on May 27-30 this year in Tirana (Republic
of Albania).

The delegation members people’s deputies O.Skrypnyk and Y.Bereza took an
active part in the discussion of the report “Two wars of Ukraine: the defense
of the independence and the implementation of real reforms” and expressed their
vision of some of its provisions.

Co-chairman of the inter-parliamentary friendship group Ukraine-Italy Serhii
Alekseev during a meeting with members of the Italian national delegation in  OSCE PA and its leader P.Romani in Rome,
where he stayed with other Ukrainian parliamentarians stressed that “to talk
about the elections in Donbas can  be only
after the ceasefire and settlement of the situation. ”

Members of the Ukrainian delegation also noted that for a quick establishment
of peace in Donbas it is necessary to extend sanctions against Russia.

People’s deputies of Ukraine, who were on an official visit to Italy met in
Rome in  the Embassy of Ukraine with Ukrainian
activists from the community.

In Parliament during the week
there were other events.

Inter-factional association “Equal Opportunities” held on May 31
briefing on the start of a Ukraine-European campaign “Step ahead!” for the support
of women against violence.

The participants jointly called for the ratification and implementation of
the Istanbul Convention in Ukraine.

In Parliament, opened the exhibition “The way to a dream – the
contribution of emmigrants from Ukraine to the creation of State of
Israel.”

The exhibition consists of 54 posters of original design, dedicated emigrants
from Ukraine who in different times, starting from 1880 to 1948 took an active
part in the creation of  the state of Israel.On International Children’s Day parliamentarians were
presented with a dance flash mob and a manifesto of Children’s dreams.

On Friday, Chairman of the
Verkhovna Rada of Ukraine Parubii met Friday with ambassadors of member states
of the European Union and the Group of Seven, accredited in Ukraine. He
expressed gratitude for the assistance and support that Ukraine receives from
Big of Seven countries and the European Union. “For us, this assistance is
invaluable during the ordeal – a war of Ukraine against Russian invaders”
– said Parubii and stressed that “this support is very important to feel
because  for our soldiers on Maidan and ATO
closely to blue-yellow  flag they always held
the flag of the European Union, we knew that and defend our country and the whole
world. ”

Chairman of the Verkhovna
Rada informed about the progress of the reforms and the situation in areas
where there is fighting. “We have a difficult period in Ukraine where both
we have to wage war against the invaders and carry out reforms in many spheres
of public life, take care of the security of the country”, – he said.

A.Parubii convinced that
Ukraine is moving in the right direction of reforming of  our country. He reminded that only during the
current plenary week Parliament adopted a number of important draft laws which very
controversial. Parliament voted to amend the Constitution in the part of the
judiciary, in particular the Law on the Judicial System and Status of Judges.
“Yesterday we demonstrated that for reform and changes Ukrainian parliament
is ready to unite and work effectively”, – said Parubii.

He also noted that this week
Parliament passed seven laws that are necessary to continue cooperation with
the IMF. “Among them there is a social law, which makes it possible to
sell in Ukraine drugs registered abroad, and  which is actually anti-corruption one. Also the
law on cheapening of used vehicles from abroad and laws directed  to support families of ATO were adopted”-
said Parubii.

“We have demonstrated
that the Ukrainian parliament and a government are determined to implement reforms,
including reforms which may seem to be unpopular,” – said Parubii.

Chairman of the Verkhovna
Rada  called for jointly resist Russian
propaganda, which “often finds its audience, it lined up for years, it
invested billions, but we must communicate to our citizens and partners in
Ukraine that many important steps made towards reform. It is very important on
the eve of a adoption of the decision to continue sanctions against Russia, –
said Parubii, – for Ukraine it is significant that these sanctions would be
extended.” He expressed  hope  “on the joint efforts of Europe in making
a decision on the continuation of sanctions.”

Parubii said that “within
the past few weeks attacks in the Donbas territory became more intensive  and aggressor uses the latest weapons – even
our radar can not intercept  signals of
the latest technology, they practically turn Ukraine into the ground, which use
modern weapons, leading to the death of our fighters.” Chairman of the
Verkhovna Rada  called the situation a
great tragedy, “which we can not turn a blind eye.”

He expressed hope that
“the continuation of sanctions should unite us and  we must be firm and resolute in this.”

In their turn, heads of diplomatic missions
expressed hope that amendments to the Constitution of Ukraine in the part of judicial
system will help to eradicate corruption and expressed support for Ukraine in
its ongoing reforms.

To participate in the
plenary meeting 300 deputies were registered.

Chairman of the
Verkhovna Rada of Ukraine Andrii Parubii opened the morning meeting.

The Chairman said that
a plenary meeting involved members of the Cabinet headed by Prime Minister Volodymyr
Groysman.

Parubii congratulated
journalists on their professional holiday, which is celebrated on June 6.

The Chairman noted
that Ukrainian journalists nowadays do for victory not less than the military
in eastern Ukraine. He thanked all journalists for their selfless work.

Parubiy also said that
journalists actively cover the work of the Verkhovna Rada. According to him,
today the Verkhovna Rada accredited 3,5 thousand journalists, 150 of them –
foreign journalists from 20 countries. This is one of the highest rate among
all parliaments of the world.

“Hour of
questions to the Government” started

Prime Minister Volodymyr
Groysman and members of the Cabinet attended the Verkhovna Rada and answered
questions from people’s deputies.

Answering a question
on the closure of waste disposal site near Lviv V.Groysman, in particular, said
that the issue is an economic one. “It needs to be solved long ago. But today’s
situation is extremely terrible. To make a re-cultivation of this disposal site
is absolutely normal and really, it is a matter of local Lviv authorities. The government
is ready to render an aid, we are ready to help. But it is the competence of local
authorities,”- he said.

V.Groysman answered
the question as to whether moratorium on land sales will extended from January
1 next year.

He said the moratorium
should last until the end of 2016 and to cancellation may occur only after
discussion with stakeholders.

V.Groysman reminded
that the Verkhovna Rada in 2016 decided to extend the moratorium on land by the
end of 2016 and further it is the issue of the Verkhovna Rada: wha a  decision it will approve in 2017.

The Prime Minister
also reminded the registered draft law on turnover of land. “No decisions
on the moratorium can be until we understand all the nuances of handling the land.
Otherwise it would be very terrible situation, “- he stressed.

V.Groysman noted that
the land issue is very sensitive and therefore must be a consolidated and mutual
decision.

On the questions of people’s
deputies answers were given by Minister of Defense Stepan Poltorak, Minister of
Interior affairs Arsen Avakov and other officials.

Minister of education
and science Liliia Hrynevych informed about the work done to protect children.
She noted that child protection is particularly relevant topic for Ukraine,
because of aggression by a neighboring country, tens of thousands of children
are faced with the threat of violation of their rights, including education.

The Minister also
spoke about the development of inclusive education system in Ukraine.

Deputy Minister of economic
development and trade Maksym Nefiodov told about the first results of the last
year adopted the Law “On public procurement”.

At this “the hour
of questions to the government” ended.

Deputy Chairman of the
Verkhovna Rada of Ukraine Oksana Syroid announced parliamentary inquiries.

People’s deputies made
statements, announcements and proposals.

Deputy Chairman of the

On 6-10 June people’s

kwietnia 2016 r. obowiązują przepisy dwóch Dyrektyw Parlamentu Europejskiego i
Rady regulujące procedury zamówień publicznych:
Dyrektywa Parlamentu Europejskiego i Rady
2014/24/UE z dnia 26 lutego 2014 r. w sprawie  udzielania zamówień publicznych, uchylającej dyrektywę
2004/18/WE.
Dyrektywa Parlamentu Europejskiego i Rady
2014/25/UE z dnia 26 lutego 2014 r. w sprawie  udzielania zamówień przez podmioty działające w
sektorach gospodarki wodnej, energetyki, transportu i usług pocztowych,
uchylającej dyrektywę 2004/17/WE.
W
związku z powyższym Urząd Zamówień Publicznych (UZP) opracował zalecenia, w których wskazany jest sposób postępowania mający na celu spełnienie wymogów
wynikających z przepisów dyrektyw. Zalecenia dostępne są na stronie

Heute beginnt der islamische Fastenmonat, den in Deutschland viele Bürgerinnen und Bürger feiern. Die SPD-Bundestagsfraktion wünscht allen Musliminnen und Muslimen zum Beginn des Ramadan alles Gute.

„Der muslimische Fastenmonat ist für Musliminnen und Muslime eine besondere Zeit des Miteinanders mit Familie, Freundinnen und Freunden und Nachbarn. Der Ramadan ist ein Fest der Versöhnung und des Friedens, das dazu beiträgt die Verständigung zwischen den Religionen und Kulturen zu stärken. Auch Menschen, die sich nicht zum islamischen Glauben bekennen, werden zum gemeinsamen Fastenbrechen eingeladen. Dies ist ein besonderes Zeichen für den interreligiösen Dialog, der in Deutschland in vielen Städten und Gemeinden praktiziert wird. Gerade jetzt ist die Begegnung von Menschen verschiedener Herkunft, Religion und Weltanschauung sehr wichtig, denn persönliche Kontakte setzen ein Zeichen gegen Hass und Vorurteile. Wir freuen uns auf die Einladungen zum gemeinsamen Iftar-Essen und sind uns sicher, dass der Ramadan auch in diesem Jahr zum Miteinander und zum gegenseitigen Verständnis beiträgt.“

Следователями межмуниципального отдела МВД России «Очёрский» Пермского края завершено расследование уголовного дела в отношении ранее судимого 70-летнего гражданина. Он обвиняется в умышленном причинении тяжкого вреда здоровью и в умышленном уничтожении имущества.

В ноябре прошлого года в одном из населённых пунктов Очёрского района у пенсионера возник конфликт с 45-летним соседом по земельному участку из-за определения его границы. В один из дней обвиняемый рано утром подкараулил односельчанина возле его работы. Увидев подъехавшего на автомобиле соседа, пенсионер напал на него и нанёс гарпуном несколько ударов по телу. Затем он облил бензином «Тойоту-Короллу» потерпевшего и поджёг на глазах у прохожих.

В результате противоправных действий материальный ущерб составил более 330 тысяч рублей. Пытавшегося скрыться с места преступления злоумышленника задержали сотрудники полиции и доставили в территориальный отдел внутренних дел, где он дал признательные показания.

В настоящее время материалы уголовного дела, подтверждающие вину   обвиняемого, направлены в суд для рассмотрения по существу.
