There is a need to make a wider use of local fuel and
energy resources, Belarus President Alexander Lukashenko said at the session
held on 19 August to discuss the efficient use of these resources.“It is bad that huge reserves of bioresources
which could be used as fuel are wasted in Belarus. Therefore, today it is very
important to step up efforts to use local resources to reduce dependency on
imports and cut the prime cost of products,” the President said.According to the head of state, every year
this topic becomes more and more important in terms of Belarus’ dependence on
imported energy resources.Some time
ago the President passed a number of resolutions to promote the use of local
fuels. He visited a number of enterprises, and numerous pilot projects were
implemented. “Today’s session is a crucial event because we will listen to the
report on our achievements in this field, on the progress in the fulfillment of
the resolutions and plans by the government and local authorities,” the head of
state remarked. “The meeting will focus on the efficient economic management and
cost improvement.”The President
stressed that a lot has been already done in this area. For example, more than 2
billion cubic meters of gas which had been annually imported to Belarus were
replaced by local fuels. “But this is only one tenth of the import of gas. We
buy more than 20 billion cubic meters. The country spends about $3 billion on it
every year. I am convinced that we can and must do our best to reduce these
expenses,” he said.Alexander
Lukashenko said that he is aware of the facts of the irrational use of the
existing power-generating units and weak projects. “It often happens because of
the uncoordinated efforts of agencies, local authorities, and the government,”
the head of state said.The President
asked a number of questions at the session. In particular, he wanted to know
about the reasons for the inefficient use of Belarusian natural resources, the
ways of stepping up efforts in this field and decision that will be needed for
it, the efforts to balance the planned increase in the consumption of local fuel
and energy resources and the additional amount of energy which will be produced
by the Belarusian nuclear power plant.“A systematic and economically viable approach is needed to solve
all issues connected with the use of local fuels. The period when we were making
decisions and organizing this work is over. Today we need to objectively analyze
the situation, revise our plans and decisions or step up efforts to solve these
issues,” Alexander Lukashenko stressed.At the end of the meeting the instructions were given to revisit
the government’s energy conservation program for 2016-2020 and introduce
amendments to it if necessary. This is, first of all, important given the
current construction of the Belarusian nuclear power plant and the amount of
electricity it will generate. Instructions were also given to remedy
shortcomings at some facilities.

World Humanitarian Day marks the anniversary of the 2003 bombing of the UN headquarters in Baghdad, Iraq, when 22 humanitarian workers lost their lives, including the UN Special Representative in Iraq, Sergio Vieira de Mello.
HRVP Federica Mogherini and Commissioner Christos Stylianides, made the following statement:
“The tragic images of children from Aleppo in Syria sadly show all too clearly the real human suffering of millions of people around the world caught up in humanitarian crises.
As the European Union, just yesterday we reiterated the urgent need for all parties to the conflict to restore the cessation of hostilities, ensure the lifting of all sieges and allow sustained, countrywide humanitarian access to those in need in Syria.
We are in close contact with UN Special Representative Staffan de Mistura to support the efforts to allow humanitarian organisations to provide lifesaving aid and bring a political solution to the conflict.
And today, on World Humanitarian Day, we pay special tribute to and honour all humanitarian workers around the globe who are working to help people in need.
We honour the memory of all those who have sacrificed their lives to save the lives of others. We honour all those who risk their lives while bringing assistance to victims of wars and natural disasters worldwide.
Nearly 4000 humanitarian workers have become victims of major attacks since records began in 1997. Tragically, over one third of them were killed, paying the ultimate price to serve humanity.
We must not forget their sacrifice. We must strengthen our understanding of and respect for International Humanitarian Law (IHL) and the four humanitarian principles: humanity, neutrality, impartiality and independence. We reaffirm our commitment to defend IHL and these principles which should be the shield of humanitarian workers while they do their job and ensure access to people most in need.
Last year, the European Commission mobilised the largest ever humanitarian aid budget to assist those in the greatest need. From the victims of the conflicts in Syria and South Sudan, to strengthening our support for education in emergencies, or helping those affected by the “El Niño” extreme weather phenomenon, our help has supported the most vulnerable.
The European Union is proud to be a world leader in humanitarian assistance and to have helped more than 134 million victims of natural and man-made disasters across more than 80 countries in 2015.”

The ruling concerns a ban imposed by Russia in early 2014 because of a limited number of cases of African Swine Fever (ASF) in areas in the EU close to the border with Belarus.
The panel acknowledged that Russia’s refusal to accept imports of certain EU products and to adapt EU-Russia import certificates accordingly amounts to an EU-wide import ban. This measure is not based on the relevant international standards and violates the rules of the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (the SPS Agreement). Individual Russian bans on imports from Poland, Lithuania, and Estonia received the same criticism from the panel.
The ruling sends a strong signal to Russia, and all WTO Members, as regards their obligation to respect international standards, in particular, in this case, the principle of regionalisation (which would allow trade from individual areas of a country which are recognised as pest or disease-free, even if the health status in the rest of the country is not favourable) and the requirement to conduct a risk assessment based on scientific evidence. The panel underlined that WTO Members can exercise their right to determine their appropriate levels of sanitary protection and to restrict imports accordingly on the basis of sanitary concerns only when this is done in line with WTO rules.
The EU has one of the world’s most efficient animal health and food safety systems, including high detection levels and stringent risk management rules. Today’s ruling confirms that the measures taken by Russia against the EU have little to do with any real sanitary or health risks. EU products are safe and there is thus no need for any country to maintain unjustified import restrictions.
For most of the products dealt with in this case, trade continues to be restricted by a politically motivated ban imposed on EU agri-food products by Russia in August 2014. Nevertheless, the panel’s findings are of systemic importance, since they remind Russia about its international obligations and the fact that these cannot be arbitrarily ignored.
The EU will continue to use WTO procedures to ensure that international trade rules are effectively respected. Indeed, the WTO dispute settlement remains the strongest option to tackle significant trade barriers and to thus increase legal certainty and predictability for trade.
Russia’s protectionist attitude affects a wide variety of other economic sectors. In the recent past, the EU has initiated WTO procedures on a number of trade barriers imposed by Russia, including recycling fees on cars, excess duties on paper and other products, and antidumping duties on light commercial vehicles.
The panel report can be appealed within 60 days. If no appeal is filed within that deadline, the report will be adopted and Russia will be bound to comply with the recommendation.

действительно есть ряд актуальных предложений. И мы бы хотели вместе с федеральным центром решить эти задачи, чтобы сделать поддержку жителей более

Berliner Erklärung findet unsere UnterstützungDie Landesinnenminister und -senatoren von CDU und CSU haben am heutigen Freitag die Berliner Erklärung zu Sicherheit und Zusammenhalt in Deutschland verabschiedet. Dazu erklärt der stellvertretende Vorsitzende der CDU/CSU-Fraktion im Deutschen Bundestag, Stephan Harbarth:”Die Berliner Erklärung zeigt: Bei der Union ist die Innere Sicherheit in guten Händen. Deutschland ist ein sicheres Land. Doch es gibt eine abstrakte Bedrohungslage, die wir ernst nehmen und auf die wir reagieren.Dabei stehen CDU und CSU insbesondere für eine Stärkung und mehr Befugnisse der Sicherheitsbehörden. Mehr Personal, eine bessere Ausrüstung und mehr Ermittlungsbefugnisse der Polizei sind unverzichtbar. Im Bund haben wir bereits eine gute Vorlage geleistet. Wir werden hier nicht nachlassen. Auch im nächsten Haushalt muss die Innere Sicherheit wieder ein Investitionsschwerpunkt sein. Die SPD rufen wir auf, einer Ausweitung der Ermittlungsbefugnisse der Polizei rasch zuzustimmen. Gemeinsam mit unserem Koalitionspartner haben wir schon viel erreicht. Aber weitere Maßnahmen sind im Interesse der Menschen erforderlich.
Wir brauchen nicht nur mehr Polizei, sondern auch mehr Richter und Staatsanwälte. Bundesjustizminister Maas sollte dazu schnell das Gespräch mit seinen Länderkollegen suchen. Hier darf nicht an der falschen Stelle gespart werden.
Die Unionsfraktion unterstützt die Forderung, Personen die deutsche Staatsangehörigkeit zu entziehen, wenn sie im Ausland für Terror-Milizen gekämpft haben und noch eine weitere Staatsangehörigkeit besitzen. Auch hier sollte die SPD mitziehen.
Die Forderung, eine Vollverschleierung im öffentlichen Leben teilweise zu verbieten, findet ebenfalls unsere volle Unterstützung. Die Einlassungen des nordrhein-westfälischen SPD-Innenministers Jäger, der die Burka mit Karnevalskostümen gleichsetzt, sind geradezu peinlich. Das Thema verlangt Ernsthaftigkeit und keinen Klamauk.”

Временная администрация по управлению АО АКБ «Констанс-Банк», назначенная приказом Банка России от 05.08.2016 № ОД-2523 в связи с отзывом у банка лицензии на осуществление банковских операций, в ходе проведения обследования финансового состояния банка подтвердила выявленный Банком России факт недостачи наличных денежных средств в кассе АО АКБ «Констанс-Банк» в сумме 2,9 млрд рублей, что составляет порядка 70% всех активов банка.
Временная администрация в настоящее время продолжает обследование финансового состояния банка, по результатам которого будет установлен размер обязательств АО АКБ «Констанс-Банк» и реальная стоимость его активов.
Информацию о финансовых операциях, имеющих признаки уголовно наказуемых деяний, осуществленных бывшими руководителями и собственниками АО АКБ «Констанс-Банк», Банк России направил в Генеральную прокуратуру Российской Федерации, Министерство внутренних дел Российской Федерации и Следственный комитет Российской Федерации для рассмотрения и принятия соответствующих процессуальных решений.
