Mit dem geplanten Integrationsgesetz werden viele Forderungen der Kommunen aufgegriffen. Angefangen von der besseren Integration in den Ausbildungs- und Arbeitsmarkt über die Förderung des Spracherwerbs bis hin zur Wohnsitzauflage wird eine Integrationskette geschaffen, die den Neustart in Deutschland ermöglicht, aber auch klare Forderungen an die Betroffenen formuliert.

„Die Wohnsitzauflage ist aus kommunaler Sicht eine der dringendsten Maßnahmen, um die Fehler der Vergangenheit in der Integrationspolitik zu vermeiden. Durch die Auflage können Asylberechtigte, anerkannte Flüchtlinge oder subsidiär Schutzberechtigte zunächst für drei Jahre verpflichtet werden, an einem festgelegten Wohnort ihren Wohnsitz zu nehmen und haben dort Ansprüche auf Sozialleistungen.

Die Wohnsitzauflage sorgt für eine bessere Integration der Flüchtlinge, weil eine ausgewogenere Verteilung in den Städten und Gemeinden in Deutschland ermöglicht wird. Ohne die neuen Regelungen würden zahlreiche Kommunen überlastet, weil die anerkannten Asylberechtigten vor allem in Kommunen ziehen, in denen bereits viele Flüchtlinge und Asylbewerber leben. Mit der Wohnsitzauflage wird ein auf zunächst drei Jahre befristetes Mittel zur besseren Integration geschaffen. Es kommt allerdings darauf an, dass die notwendigen Integrationsangebote durch Arbeit, Wohnen und Sprache auch geschaffen werden. Damit die Auflage wirkt, sollte sie auch die Personen erfassen, die sich heute schon im Verfahren befinden. Die Kommunen erwarten, dass die Länder jetzt zeitnah die entsprechenden landesrechtlichen Regelungen schaffen.

Wir werden weiter dafür sorgen, dass der Bund sich stärker an den Kosten der Integration in Ländern und Kommunen beteiligt. Eine deutlich höhere Beteiligung des Bundes an den Kosten der Unterkunft würde die Kommunen wirksam entlasten.“

Die Beauftragte der Bundesregierung für Migration, Flüchtlinge und Integration, Staatsministerin Aydan Özoğuz, und der Staatssekretär im Bundesministerium des Innern, Hans-Georg Engelke, haben heute die Ergebnisse einer Studie zum Anteil der Beschäftigten mit Migrationshintergrund in der Bundesverwaltung vorgestellt.

Staatssekretär Engelke erklärte hierzu: „Mit dem Forschungsbericht erhalten wir erstmals ein Gesamtbild des Anteils der Beschäftigten mit Migrationshintergrund in der Bundesverwaltung. Der Befund zeigt: Wir haben viel erreicht, besonders beim Bund. Auf diesen Ergebnissen werden wir aufbauen. Mit dieser Erhebung haben die Behörden eine belastbare Grundlage, auf der sie passgenaue und behördenspezifische Maßnahmen ergreifen können, um noch mehr junge Menschen für den öffentlichen Dienst zu gewinnen.“

Folgende Bilanz kann aus den Ergebnissen der statistischen Erhebungen in insgesamt vierzehn Bundesministerien, der Bundeswehr und acht Bundesoberbehörden gezogen werden:

Der ermittelte Anteil der Beschäftigten mit Migrationshintergrund in der Bundesverwaltung liegt auf Grundlage einer freiwilligen Teilnahme bei durchschnittlich 14,8 Prozent und damit deutlich über den Werten des Mikrozensus des Jahres 2013 für die allgemeine öffentliche Verwaltung von 6,7 Prozent.

Im Vergleich zum Anteil der abhängig Beschäftigten in der Privatwirtschaft von 20,1 Prozent sind Personen mit Migrationshintergrund in der Bundesverwaltung unterrepräsentiert.

Darüber hinaus handelt es sich bei den Beschäftigten mit Migrationshintergrund überwiegend um junge Frauen, die in eher niedrigeren Laufbahngruppen beschäftigt sind, seltener in einem unbefristeten Arbeitsverhältnis stehen und seltener verbeamtet sind.

Dazu erklärt die Integrationsbeauftragte der Bundesregierung, Staatsministerin Aydan Özoğuz: „Die Studie liefert erstmals einen empirischen Beleg dafür, dass Beschäftigte mit Einwanderungsgeschichten in der Bundesverwaltung noch immer deutlich unterrepräsentiert sind. Es muss uns wachrütteln, dass sie nicht nur schwerer den Weg in die Verwaltung finden, sondern auch überproportional im einfachen und mittleren Dienst vertreten sind und offenbar nicht weiterkommen. Das erinnert uns an die Diskussion mit weiblichen Führungskräften. Wirkliche Teilhabe bedeutet gleiche Chancenverteilung. Wenn wir in der Wirtschaft und in anderen gesellschaftlichen Bereichen eine gleichberechtigte Partizipation von Menschen mit Einwanderungsgeschichten einfordern, dann muss das natürlich erst recht für die Bundesverwaltung gelten. Der Bund in seiner Vorbildfunktion muss hier noch besser werden.“

The Bank of Russia found, in the course of its current supervisory action with respect to JSC FIA-Bank, hereinafter referred to as the bank, its assets to be of inferior quality, established that its lending to individuals and legal entities failed to meet creditworthiness standards and detected siphoning off of assets. In such a way, the substantial amount of loans (at least 5.5 billion rubles) was extended to individuals and / or legal entities directly or indirectly related to the bank’s shareholders.
As a result of the bank’s move to comply with the Bank of Russia requirement for rectification, the bank incurred loss of capital, which entailed its licence revocation in accordance with Bank of Russia Order No. OD-1179, dated 8 April 2016.
The temporary administration-conducted financial assessment of the bank found that the fair value of its assets, as of the revocation date, was no more than 10 billion rubles versus 17.4 billion rubles of liabilities.
The Bank of Russia has submitted the information on FIA-Bank executives’ and owners’ actions, indicative of criminal financial operations, to the Prosecutor General’s Office of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and the Investigative Committee of the Russian Federation for consideration and procedural decision making.

The Bank of Russia found, in the course of its supervisory actions with respect to the Moscow-based Commercial Bank Dynamic Systems (Limited Liability Company), hereinafter referred to as the credit institution, that its financial statements submitted fail to reflect appropriately its real financial state because of credit exposure misstatements.
The Bank of Russia requested that the credit institution establish additional provisions for outstanding loans and submit reliable financial statements, the requirement the credit institution failed to comply with.
The credit institution-provided financial misstatements gave rise to qualify its operations as indicative of the need to appoint a temporary administration in keeping with the Clause 2 Part 1 Article 189.26 of the Federal Law ‘On Insolvency (Bankruptcy’).
Consequently, the credit institution’s management concealed the regulatory grounds calling for the appointment, in accordance with the legislation of the Russian Federation, of a temporary administration; the latter fact being indicative of a criminal offence in accordance with Article 172.1 of the RF Criminal Code.
The Bank of Russia decided to revoke (Order ОD-1479, dated 12 May 2016) a banking licence from Commercial Bank Dynamic Systems, Limited Liability Company, effective 12 May 2016.
The Bank of Russia has submitted the information on the executives’ actions indicative of criminal financial operations to the Investigative Committee of the Russian Federation for consideration and procedural decision making.

The European Economic and Social Committee calls for stakeholder platforms, better informed consumers and stronger social dialogue to ensure decent work in global supply chains.

The Committee has set out how global supply chains (GSCs) can generate growth and employment while, at the same time, they promote international labour standards and decent work. Key recommendations are contained in its opinion adopted on 19 April.

Global supply chains – covering industries ranging from clothing and footwear to electronics and minerals – have become hugely important in streamlining world trade and investment and have drastically changed the international division of labour. This has helped to generate wealth, but also created challenges in terms of achieving decent work for all. It is crucial therefore that the concerns of civil society are heard.

The opinion will feed into the upcoming International Labour Conference (ILC) in Geneva in June, which brings together governments, employers and workers to discuss how GSCs can be adapted to ensure that economic growth is achieved in a sustainable and inclusive manner.

“As the voice of civil society, the EESC is well placed to propose a fair balance between necessary legal requirements in the field of human and labour rights, transparency, the fight against corruption and the necessary flexibility of multinational enterprises to organise and develop their GSCs in an effective manner suited to the various local situations,” explains Emmanuelle Butaud-Stubbs, EESC rapporteur for this own-initiative opinion.

A functioning and fair supply chain

Broadly speaking, the EESC wants the European Commission to adopt an ambitious and coherent strategy in the area of GSC management and decent work in this setting, through internal activities (such as access to public procurement or labelling) and external policies (such as trade and development). The EESC welcomes the Commission’s willingness to encourage sustainable development in third countries through training support for national social partners. To be more effective, there is a need for coordination and cooperation between the relevant public bodies at the national and international levels, including the EU, the ILO, OECD, the UN bodies and financial institutions.

The Committee would, however, like to see structured, transparent and inclusive stakeholder platforms established and the role of each stakeholder along the supply chain clarified. Practical and suitable risk-based approaches should be developed, that take into account the specific nature of the various global value chains and global supply chains – e.g. in sectors such as electronics, agro-industries or garments and textiles. A new generation of audits should cover not only social but also environmental and governance issues, and should set more ambitious goals.

For consumers, clear information about the social conditions of production should be available. Apps on mobile devices should be promoted to help citizens compare and understand social and environmental product labels.

Finally, the EESC reiterates its support for independent trade unions and employers’ organisations, which play a key role in facilitating both efficient economic performance and the observance of decent work principles. Engaging diverse (public and private) stakeholders in joint initiatives and measures related to responsible supply chain management seems to be the most suitable approach. The portfolio may include legislative and non-legislative measures, promotion and sharing of best practices, access to training and capacity building for social dialogue and other aspects.

To this end, the EESC supports the International Labour Organisation’s ‘Better work programme’, which aims to help local social partners conduct collective bargaining and encourages cross-industry dialogue. All stakeholders must be effectively involved in ensuring that GSCs lead to sustainable, inclusive and dignified work for all.

Headline: The role of civil society is essential in order to gain social acceptance for the measures relating to transport and COP 21

In its opinion The impact of the conclusions of COP 21 on European transport policy the European Economic and Social Committee considers that, with regard to transport, the objective of reducing greenhouse gas emissions by 60% compared to 1990 levels is very ambitious and requires major efforts. However, the objective can still be considered relevant and in line with the EU’s general objective under COP 21, provided the associated actions and initiatives are implemented urgently, with the necessary determination and as soon as possible.

The opinion stressed that the polluter-pays principle should be applied flexibly, in particular in the context of remote rural, mountain and island areas, in order to avoid effects that are inversely proportional to the costs and to ensure that it continues to be useful as a way of influencing choices regarding the organisation of transport operations, while at the same time abolishing any unfair competition between different modes of transport. The polluter-pays principle on its own will not be enough to guarantee the transition to a low-carbon society. Additional measures such as increasing energy efficiency, promoting electromobility, car-sharing, developing alternative energy sources, developing environmental quality standards and above all, promoting public transport, are also of crucial importance. 

The EESC insists that the intensive mobilisation of civil society organisations and economic and social interest groups seen in relation to COP21 should be maintained, in order to develop a civic movement in favour of climate justice and disinvestment in polluting activities. The Committee urges the Commission to include specific provisions in the review of the White Paper on Transport in 2016 to stimulate a broad debate with civil society – it is essential to gain social acceptance for the measures relating to transport, some of which are rather unpopular, and no measures will be effective unless all those whom they affect identify with them.

In its opinion the EESC also emphasises the need to build a proactive industrial policy and coordinated R&D to support the transition to a low-carbon economy. A sustained R&D effort is required to reconcile the inevitable increase in transport with a reduction in polluting emissions.

Headline: В Самаре полицейские предотвратили попытку сбыта наркотика

По версии полицейских, молодой человек намеревался передать запрещенное вещество лицам, отбывающим наказание в исправительном учреждении.

Подозреваемого в причастности к незаконному обороту наркотиков сотрудники Управления уголовного розыска ГУ МВД России по Самарской области задержали в ходе проведения комплекса оперативно-разыскных мероприятий на территории, прилегающей к одной из исправительных колоний.

При личном досмотре у задержанного жителя Большеглушицкого района 1992 года рождения сотрудники полиции в присутствии двух понятых обнаружили и изъяли сверток с порошкообразным веществом серо-белого цвета. Согласно результатам проведенного исследования, изъятым является героин массой 98,42 граммов.

В ходе разговора с полицейскими задержанный рассказал, что наркотик он получил методом закладки на улице Дыбенко. По версии полицейских, молодой человек намеревался передать запрещенное вещество лицам, отбывающим наказание в исправительном учреждении.

В настоящее время по признакам состава преступления, предусмотренного частью 3 статьи 30, части 4 статьи 228.1 Уголовного кодекса Российской Федерации «Приготовление к незаконному производству, сбыту или пересылке наркотических средств», возбуждено уголовное дело. Задержанный помещен в изолятор временного содержания, решается вопрос об избрании ему меры пресечения.

Сотрудники органов внутренних дел продолжают выяснять, кому предназначался наркотик. Ведется следствие.
