Президенту РФ предложение провести на общероссийском уровне празднование юбилея
Республики, разработан комплекс мер по подготовке к празднованию. Вопрос был
глубоко изучен и поддержан в Правительстве России», — сообщила Лилия Гумерова. По ее словам, теперь начинается большая
подготовительная работа по проведению празднования, подготовкой которого будет
заниматься специальный оргкомитет. Сенатор отметила, что 20 марта 1919 года было
подписано Соглашение о Советской Автономной Башкирии, которая стала первой
автономной республикой в составе РСФСР. Данное событие сыграло важную роль в истории края и формировании федеративных отношений в России. Другие республики
(Марий Эл, Карелия, Саха (Якутия), Чувашия) в составе России были образованы
позднее на основе опыта создания Башкирской автономной республики. «В приближении значимой даты важно отметить, что
многонациональный народ Республики всегда был вместе с Россией –
индустриализация, коллективизация, Великая Отечественная война, послевоенные
сложные годы, перестройка. И все эти 100 лет Республика являлась надежным,
крепким регионом великой России», — сказала Лилия Гумерова. По словам парламентария, Башкортостан подходит к этой знаменательной дате со значительными достижениями. Сегодня Республика –
один из ведущих регионов России, в котором в дружбе и согласии проживают
представители более 100 народов и всех основных религиозных конфессий. В Башкортостане проходят масштабные форумы и мероприятия федерального и международного уровня, отметила сенатор. Регион
входит в число наиболее инвестиционно привлекательных субъектов РФ. «Республика
добилась значительных достижений в обеспечении детей местами в детсадах,
развитии образования, промышленности и экономики, поддержке молодежных
иниициатив, обеспечении мирного проживания разных народов и конфессий. Этот
опыт уже сейчас востребован в масштабе всей страны». Лилия Гумерова подчеркнула, что 100-летие Республики
Башкортостан не ограничится проведением массовых праздничных мероприятий. «В преддверии большого события важно проанализировать и подвести итоги прошлых лет и обдумать дальнейшие шаги, запланировать новые
проекты в экономической и социально-гуманитарной сферах, в том числе совместно
с другими регионами России», — сказала сенатор.

19 июля 2016 года, Москва. – Аэрофлот в судебном порядке взыскал с пассажира ущерб, понесенный в связи с нарушением последним правил поведения на борту воздушного судна. Суд встал на сторону авиакомпании и взыскал в полном объеме понесенные ею убытки, состоящие из стоимости перерасходованного топлива и расходов на наземное обслуживание в аэропорту Минска, в размере более 212 тыс. рублей.

Инцидент произошел 25 ноября 2014 года на борту рейса SU2414 Москва – Милан. Во время полета пассажир, житель Нижнего Новгорода Жехарев Евгений, находясь в состоянии алкогольного опьянения, вел себя неадекватно – нецензурно бранился, пререкался и проявлял агрессию в отношении бортпроводников. Тем самым была создана угроза безопасности полетов. Ни устное, ни письменное предупреждение о нарушении правил поведения на борту воздушного судна не повлияло на поведение пассажира.

В целях обеспечения требований безопасности полета командир воздушного судна принял решение о вынужденной посадке в Минске и снятии дебошира с рейса. После передачи дебошира представителям органов власти, рейс был продолжен.

Обстоятельства инцидента послужили основанием предъявления иска. Нижегородский районный суд Нижнего Новгорода решением от 15 июля 2016 года удовлетворил исковые требования Аэрофлота к Жехареву Е.В., взыскав с дебошира в пользу авиакомпании 212 365,93 руб. в счет возмещения убытков и 7 323,65 руб. в счет компенсации расходов по уплате госпошлины.

Аэрофлот настаивает на необходимости совершенствования законодательства в отношении пассажиров, нарушающих правила поведения на борту воздушного судна, и неоднократно обращался по этому поводу в Минтранс России и Госдуму. Для эффективного противостояния деструктивным пассажирам Аэрофлот считает необходимым перевести ответственность за дебош на борту из административной в уголовную, кратно увеличить штрафы за правонарушения в полете, законодательно разрешить членам экипажа применять средства сдерживания, легализовать «черные списки» деструктивных пассажиров с правом отказа в заключении договора воздушной перевозки в случае серьезного правонарушения.

After the collapse of the USSR, Belarus and Russia
lost the system which was unparalleled in the world, Belarus President Alexander
Lukashenko said as he met with Chairman of the Communist Party faction in the
Russian parliament Gennady Zyuganov on 19 July.“We have lost the country, but the worst thing was that we lost the
system which took decades to create and which was unparalleled in the world. If
we had polished and improved it, we would have become an absolutely different
state even after the collapse of the Soviet Union,” Alexander Lukashenko said.
“Today we are demolishing the remnants of that system which we, perhaps, should
have preserved, in the economy and especially in the socio-economic
development.”The head of state also
remarked that certain problems still exist in the relations of Belarus and
Russia. “Although we have made huge progress in our relations, the government of
the country is concerned about a number of issues which are hurting people,” the
President said.When together, Belarus
and Russia could beat any competition if they haggled less with each other,
Gennady Zyuganpv said. “If we haggled less over the price for either gas, oil,
meat, or milk, and thought more about complementing each other and establishing
more effective cooperation, we could beat any competition, and our products
would be on par with European goods in terms of quality and cheaper by
one-third, and we would never lose our markets to anyone,” the leader of the
Russian Communist Party stressed.The
meeting focused on the current state of affairs and prospects of Belarus-Russia
relations, the international agenda.The Belarusian President awarded Gennady Zyuganov with the Order of
Friendship of Peoples in recognition of his big personal contribution to the
enhancement of friendly ties and cooperation between Belarus and Russia,
establishment of the Union State, development of economic, scientific,
technical, and cultural ties.

The current election campaign is no exception: the election commissions are likely to have only loyal members. Lawyer Pavel Sapelka has commented on the recent response by the CEC head to his proposal to abandon such criteria ‘political qualities’ in the selection of members of the PECs.

Pavel Sapelka, an analyst of the campaign “Human Rights Defenders For Free Elections”, sent his proposals to Lidziya Yarmoshyna on the eve of one of the election milestones, the formation of precinct election commission. On behalf of the campaign, Sapelka proposed to remove from the CEC’s decision No. 18 the notion of ‘political quality’, so that this criterion could not influence the number of representative of the opposition in the commissions, as it was during the formation of territorial and district election commissions.

In her answer to the appeal, the CEC head said, “The Central Election Commission sees no reasons to adjust the said decision and to remove the term of ‘political quality’ from it, which, in your opinion, provokes different interpretations.” Lidziya Yarmoshyna further shares her personal opinion: “The Resolution of the Central Election Commission, which obliges the authorities in charge of forming the electoral commission to carry out this procedure in an open and transparent manner and based on the discussion of applicants for the commissions, does not limit the participants in these discussions in the approach to assessment of both business and political qualities of these individuals.”

Representatives of the independent monitoring campaign had not expected a different reply, says Pavel Sapelka in his comment on the answer:

“From elections to elections, electoral commissions are formed from a number of those who are loyal to the current government. And this year’s election to the House of Representatives is not to be an exception.”

It should be noted that in order to secure a truly pluralistic composition of election commissions in Belarus the OSCE ODIHR recommended “to consider the possibility of reviewing the system of nominating and appointing members of the election commissions and the inclusion of nominated members of the commissions at all levels.” Later, human rights activists suggested that the CEC should implement this recommendation by “clarifying Article 34 of the Electoral Code, which should provide for the criteria of inclusion of candidates in the electoral commissions, which would first of all allow to include representative of the political parties in the commissions as the key electoral actors.”

However, Decree No. 18 concerning the formation of election commission, the CEC implemented the defenders’ proposals exactly up to the second comma. It provided for the criteria for inclusion of candidates in the electoral commissions.

The criterion of ‘political qualities’ has been repeatedly criticized by domestic observers, since, according to the campaign experts, it is important that all bodies in charge of forming election commissions should clearly and consistently understand the notion. Meanwhile, the observation of the formation of the DECs and the TECs confirmed that the term was understood differently. It was the assessment of the nominees’ political views that resulted in the politically motivated and selective approach to rejecting the applications of certain persons, human rights activists say, urging the election officials to remove the criterion that does not have an explanation in the electoral legislation.

The campaign “Human Rights Defenders for Free Elections” is a non-partisan initiative and does not intend to support political parties and politicians. The entire election process is assessed solely on the basis of the principles of free, democratic and transparent elections, which can enable the people of Belarus to fully exercise their constitutional right to participate in the government of the country.

The European Investment Bank (EIB) has agreed to provide GBP 21 million for investment by Hyperoptic to provide 1 Gbps fibre broadband to more than a half-a-million homes in cities across the UK. This significant investment from EIB along with Quantum Strategic Partners Ltd. (Quantum), a private investment fund managed by Soros Fund Management LLC, brings the total investment into Hyperoptic to more than GBP 75 million. EIB’s investment along with continued support from Quantum further validates Hyperoptic’s business model, execution ability, and ability to remain the largest 1 Gbps Fibre-to-the-Premises (FTTP) broadband provider in the UK. The larger footprint will enable even more residential and business users to benefit from the UK’s fastest internet speeds using more advanced broadband infrastructure than is currently available through incumbents. This represents the European Investment Bank’s largest ever dedicated backing for an internet network investment in the UK.“Hyperoptic is excited by the European Investment Bank’s investment, which will further fuel our roll out and addressable market expansion. The confidence of both EIB and Soros Fund Management LLC supports the importance of FTTP in providing a boost to the UK’s digital infrastructure and economy,” said Dana Tobak, CEO of Hyperoptic.
The new eight-year European Investment Bank loan will be used to support Hyperoptic’s planned expansion of 1 Gbps Internet access to urban areas that only have slow access at present. The European Investment Bank (EIB) is lending EUR 40 million to Hungary’s Railway Company GySEV (Gyor-Sopron-Ebenfurti Vasut Zrt) to finance the purchase of new rolling stock and introduce safety improvements. This will help to provide higher quality railway services on the Austrian-Hungarian cross-border railway network along the strategic trans-European transport corridor.The rolling stock acquisition comprises nine new locomotives and five Electric Multiple Units to expand and renew GySEV’s existing fleet by replacing less efficient and less environmentally friendly locomotives.  This will better meet existing transport demands and cater for future capacity needs. It will also generate benefits by reducing vehicle operating costs, road accident losses and pollutant and greenhouse emissions.
Mr László Baranyay, EIB Vice-President responsible for lending in Central Europe, stated: “The EIB loan will help to improve the efficiency of the railway infrastructure along a key cross-border axis between Hungary and Austria while strengthening the competitiveness and increasing the attractiveness of a more sustainable means of passenger and freight transport”.
GySEV is the recipient of the EIB loan and the project promoter. It is a strategically significant cross-border regional railway company that has operated as a regional railway operator and infrastructure manager without interruption since its foundation in 1872 under the Austro-Hungarian Empire.

The European Investment Bank has agreed to provide EUR 40 million to support new small business lending by the Pancretan Cooperative Bank that focuses on creating jobs for unemployed young people.The new lending, signed earlier this month, the first EIB lending in Greece under the “Skills and Jobs – Investing for Youth” initiative, includes EUR 20 million agreed under a new contact and EUR 20 million from an existing credit line, will support investment by small and medium sized enterprises and provide working capital for eligible youth employment investment.
“The European Investment Bank is committed to supporting investment that tackles local issues and unlocks economic opportunities across Europe. We are pleased to continue our close cooperation with the Pancretan Cooperative Bank and together assist local companies seeking to create jobs for young people. This is the first lending programme with a Greek bank under the Investing for Youth initiative and we look forward to expanding this engagement with other local banks in the coming months.” said Jonathan Taylor, European Investment Bank Vice President responsible for lending in Greece.
The new lending programme follows dedicated support for youth employment provided over the last 18 months by the Pancretan Cooperative Bank, also backed by the European Investment Bank. This includes EUR 15 million already provided to 3 tourism companies in Crete that employ young people
The EIB launched the “Skills and Jobs – Investing for Youth” initiative the Bank’s first ever dedicated lending programme to specifically support young people in July 2013. This complements youth employment policies at EU and Member State level. This programme is focused on financing of facilities for vocational training, student and apprentice mobility, and aims to address the shortage of jobs for young people in smaller companies.
Under the “Skills and Jobs – Investing for Youth” initiative the European Investment Bank finances lending by local banks in countries where labour market conditions are particularly difficult for young people.
Over recent years the European Investment Bank has provided a total of EUR 175 million for lending by Pancretan. This includes EUR 155 million that has supported investment in key economic sectors such as tourism, energy, manufacturing and marketing of food products.
Pancretan expects to disburse the new EUR 40 million EIB loan by the end of the year for investment that reflects the local challenges faced by companies in Crete. Local companies investment in creating jobs for young people will benefit from more competitive interest rates and be able to strengthen their response to tackling high-levels of unemployment amongst young people on the island.
