The European Economic and Social Committee (EESC) warns against granting China market economy status (MES) and  calls on the European institutions to promote fair international competition and actively defend European jobs and European values with efficient trade defence instruments (TDIs). In its opinion, adopted at its 514th plenary session on 14th July, the EESC points to the disastrous impact a possible granting of MES to China would have on Europe’s industry and consequently on Europe’s labour market. The EESC insists on China’s fulfilment of the five EU criteria for achieving the MES.
“Europe’s industry needs a level playing field and it is the EU’s responsibility to ensure it by providing the necessary trade defence instruments,” said Andrés Barceló, rapporteur of the EESC opinion “Market economy status for China”.  “Granting unconditional market economy status to China would seriously jeopardise Europe’s industry, kill off jobs and damage SME’s local production.”
Industries which would particularly be affected are aluminium, bicycles, ceramics, glass, motor vehicle parts, paper and steel. The EESC is also concerned about the impact on innovation and consequently Europe’s competitiveness. “The whole industrial value chain would be imperilled and Europe would risk losing countless jobs, including highly specialised jobs. Our competitiveness would be at stake, as only a strong industry is able to invest in research and development”, underlined Gerald Kreuzer, co-rapporteur and member of the CCMI, talking about the consequences for Europe’s economy.
The EESC opinion takes into account the effects on jobs and growth, regardless of the legal and political side of granting MES to China which is still being discussed by the Commission, with a decision expected after 20 July.  
“The EESC position in this question is unambiguous: “As long as China does not meet the EU five criteria it does not qualify as a market economy”, underlined both rapporteurs expressing the EESC’s position.  In the meantime, the EESC advises the Commission to use a non-standard methodology in anti-dumping and anti-subsidy investigations into Chinese imports under the China WTO Accession Protocol. It also calls for a simplified approach for those sectors where SME participation is relevant in order to allow them to participate in antidumping files.
Protecting people and environment
Apart from jeopardising the slow recovery of Europe’s industry and its impact on jobs, growth and innovation, granting MES to China would also be a serious setback for Europe’s ambitions for sustainable development and fight against climate change. Furthermore, only a strong European industry can maintain healthy R&D networks, which are the basis for Europe’s competitiveness and crucial for future growth and for finding ways to tackle the great societal challenges, including ageing, energy, climate, healthcare and mobility.
The EESC will set up a dedicated project to monitor the issue on market economy status for China on behalf of the organized civil society.
Between 2000 and 2014, European industries lost 6.7 million workers, which is 12% of the initial figure of 56.3 million. Over the same period the import volume index increased by 144%.
In China, the combination of overcapacity and weak domestic demand has been leading to an excess production, which now tries to find its way into international markets at dumping prices. An analysis of the period 2010 – 2014 shows that China’s exports increased by 49%, twice the figure of the rest of the world. Granting unconditional  economic market treatment for China would endanger Europe’s aluminium, bicycle, ceramic, glass, motor vehicle parts, paper, and steel industries, while mobile telephone industry or photovoltaic panel production already disappeared in Europe.
China is also the country most affected by anti-dumping measures. While the EU counts for 7% of the anti-dumping measures, China is the target of 47% of these measures worldwide.

Europe’s steel industry is the basis for many industrial sectors and the lifeline for economic and social welfare in many regions in Europe. In addition to the economic crisis hitting the steel industry hard, the flood of unfairly traded steel imports has driven down steel prices and decimated the European steel industry. “Enough is enough. We have to save our steel.  We have to show our “true mettle” in Europe and fight to keep European domestic production and safeguard our European industrial base”, said Andrés Barceló, rapporteur of the EESC opinion on “Steel: Preserving sustainable jobs and growth in Europe”. “It is time to restore a level playing field for Europe’s steel industry.” The opinion was adopted at the EESC plenary session on 14th July.
The EESC calls for a swift re-establishment of the High-Level Group on Steel “Steel industry is the basis of Europe’s industry. It needs our full attention and should not be diluted in a body with other energy-intensive industries”, said Enrico Gibellieri, co-rapporteur of the opinion and delegate of the CCMI. 
The EESC also clearly repeated its position against granting MES to China as long as it does not comply with the five EU criteria “Granting EMS to China would outsource jobs, import pollution and finally kill off Europe’s steel industry”, stated the rapporteurs. 
The opinions main proposals include:
The EESC calls on the Commission to immediately address the unfair trade practices of exporting countries, in particular China, by enhancing the effectiveness and efficiency of trade defence instruments, including

abolishing the  “lesser duty rule”;

registering imports prior to the adoption of provisional measures; and

retroactively applying definitive antidumping and/or countervailing duties three months before the adoption of provisional measures under the Basic Regulation.
The EESC reminds of the need to balance the commitment on climate change with the need to maintain the competitiveness of Europe’s industry and suggest giving free allowances to the most competitive facilities in order to encourage other facilities to improve their performance.
European industry should be compensated for any indirect costs resulting from ETS.
Investment and push for R&D
To ensure competitiveness of Europe’s steel industry it is essential to remain at the cutting edge of technology. “Boosting investment in European steel industry including modernising plants and equipment, research and development of new and better products and more efficient processes must be a guiding principle”, said the rapporteurs.
Circular economy and public procurement
The voluntary sustainability schemes developed by the industry should be taken into account and properly rewarded in public procurement regulations as the best way to promote the sustainability approach across the entire EU market.

„Bevor geklärt ist, ob und wie Bundestag und Bundesrat in den Abstimmungsprozess von CETA eingebunden sind, sind Vorentscheidungen jedweder Form absolut inakzeptabel und die von Bundeskanzlerin Merkel und Bundeswirtschaftsminister Gabriel versprochene Einbeziehung der nationalen Parlamente eine Farce“, kritisiert Klaus Ernst, stellvertretender Vorsitzender der Fraktion DIE LINKE, das Vorgehen der EU mit Blick auf CETA. Morgen trifft sich der Ausschuss für Handelspolitik in der Formation der Vollmitglieder. Punkt drei der Tagesordnung sind die Beschlussvorschläge der EU-Kommission zur Unterzeichnung, zur vorläufigen Anwendung und zum Abschluss von CETA. Dazu wird es eine Diskussion und eine Empfehlung an den Rat geben. Dieser hat letztendlich über die Beschlüsse zu CETA abzustimmen und folgt üblicherweise dieser Empfehlung. Klaus Ernst weiter:

„Wir fordern von der Bundesregierung, dass sie ihren Vertreter im Ausschuss für Handelspolitik unmissverständlich dazu anweist, sich morgen gegen die Beschlüsse zu CETA auszusprechen. Insbesondere die vorläufige Anwendung eines derart umstrittenen Vertrages tritt die Interessen der nationalen Parlamente mit Füßen. So werden Fakten geschaffen, obwohl es wahrscheinlich ist, dass CETA an einem nationalen Parlament scheitern wird. Derartige Tricksereien führen dazu, dass sich die Menschen in Europa immer weiter von der Europäischen Union entfernen.”

„Ein weiteres Mal wird deutlich: Die von der Bundesregierung zugesagten zwei Milliarden Euro an Länder und Kommunen für die Integration von Flüchtlingen sind angesichts der realen Kosten von jährlich 20 Milliarden Euro unzureichend. Notwendig sind mehr Investitionen in die Bildung, in den sozialen Wohnungsbau und in das Gesundheitswesen. Geld dafür ist da, es muss allerdings gerecht verteilt werden. Für die Erneuerung des Sozialstaats müssen Reiche und Vermögende stärker belastet werden. Lange überfällig ist die Einführung einer Millionärssteuer.
Wenn 45 Prozent der aus dem Ausland Zugewanderten aus anderen EU-Ländern kommen, unterstreicht dies aber auch, wie notwendig eine Korrektur der falschen ‚Sparpolitik‘ in der Europäischen Union ist. Die von Brüssel und Berlin auferlegten Kürzungsdiktate zwingen Hunderttausende Menschen in den südeuropäischen Ländern, ihre Heimat zu verlassen.“

ВТБ предоставил АО «Росгео» банковские гарантии исполнения обязательств на выполнение геологоразведочных и геологофизических работ по поиску полезных ископаемых. Всего за последний месяц выдано 78 банковских гарантий на сумму свыше 1,9 млрд рублей.
Гарантии ВТБ выпущены в пользу Федерального агентства по недропользованию, управлений по недропользованию в Амурской области и Республике Саха, а также департаментов по недропользованию большинства федеральных округов России. Гарантии предоставлены в соответствии с требованиями федерального закона № 44-ФЗ «О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд».
Член правления банка ВТБ Валерий Лукьяненко отметил: «С компаниями группы „Росгеология“ мы сотрудничаем уже несколько лет, предоставляя им широкий спектр банковских продуктов, как классических, так и нестандартных. The meeting was attended by representatives of law enforcement agencies, legislative, judicial and supervision bodies. The agenda included issues related to improvement of the work aimed to ensure legitimate rights and interests of a person, the society, and the state.
At the end of the meeting, the Deputy Minister presented the ministry’s awards to the employees of the investigation divisions who had achieved high results in the 1st six months of the year.
Within his working trip, Aleksandr Savenkov also visited a number of territorial bodies of internal affairs where he checked the organization of the work.

Owing to the highly proficient meticulous work, the police revealed facts of frauds in the Internet that had caused damage approximating 1 million rubles.
Fight against cybercrime remains a top-priority area for the Russian MIA Administration for the Smolensk Region. Malefactors invent new ways to deceive trustful citizens over and over again. Therefore, Unit “K” policemen continuously carry out work aimed to detect, suppress and solve crimes perpetrated in the high-tech area.
Thus, as a result of the investigation and search measures, the police revealed a fact of fraudulent actions that had caused damage in the amount of about 1 million rubles.
As was established, since early 2016 the suspects had created fake accounts on dating sites and started corresponding with citizens registered on those sites on behalf of a young woman. The communication was carried out only with married men mostly residing in Moscow.
The malefactors’ main objective was to receive mobile phone numbers of such men. After a while, they called on the victims’ telephones. An unknown man presenting him as an investigator of a division of internal affairs for Moscow, informed a victim about an application filed to the investigation unit. According to the “policeman”, the girl whom the men had corresponded with on the website was a minor. Her parents learnt that their 15-year old daughter had communicated with men on dating sites and called the police.
The victims were allegedly charged with offenses stipulated by Article 135 of the Criminal Code of the Russian Federation “Depraved actions”. The malefactor who presented himself as an investigator showed understanding towards the problem arisen and informed the victim about a possibility to solve it peacefully. For that purpose, he gave the telephone number of that girl’s father to the victims.
Talking to the parent whose role was performed by another malefactor, the men learnt that the teenager needed psychological aid and gave their consent to pay for the treatment. The cost of the treatment totaled 30,000 rubles and more.
After the payment arrived to the account stated by the malefactors, they usually stopped the communication. However, in some cases the alleged investigator called a victim again and informed him that the duty unit had preserved the audio record of the parents’ complaint. To destroy that record, the malefactor presenting himself as a duty officer also demanded money. After the payment, the malefactors stopped the communication with the victim.
The fraudsters had selected victims from among married men, which was why no one of those deceived applied to the police. Only the properly planned measures carried out at a high professional level enabled policemen of Unit “K” of the Russian MIA Administration for the Smolensk Region to detect that fact and identify the malefactors.
The two suspects – previously convicted residents of Smolensk born in 1990 and 1982 were detained at a rented apartment when they were committing another offense. At the moment, the police are establishing the location of the third suspect.
The police searched the malefactors and seized bank cards, SIM cards, mobile telephones, a PC, and a notebook with the victims’ telephone numbers and amounts of money received.
The police established the detained men’s involvement in six instances of fraud. At the moment, the work for documenting episodes of the malefactors’ criminal activity continues.
The Investigation Division of the Russian MIA Administration for Smolensk initiated criminal cases according to Parts 2 and 3 Article 159 of the Criminal Code of the Russian Federation “Fraud”. The maximum punishment stipulated by this article is imprisonment for up to six years.

Policemen of the General Administration of Criminal Investigation of the Russian MIA together with the General Administration for Economic Security and Combating the Corruption of the Russian MIA, as well as with the participation of Special Rapid Response Unit “Rys” and Special Purpose Police Unit “Zubr” of the Federal Service of National Guard Troops of the Russian Federation detained in Moscow an active member of the organized group that had been involved in illegal cash-out.
Together with the crime boss, the police also detained eight members of the gang.
The operations were carried out within the criminal case initiated by the General Investigation Administration of the Russian MIA General Administration for Moscow according to Article 172 of the Criminal Code of the Russian Federation “Illegal banking”. The members of the organized group are suspected of cash-out and transfer abroad of a large amount of money.
The police carried out 34 searches in different regions of the country and seized weapons, money, bank cards and other evidence proving the illegal activity. The issue of restraint for the detained is being settled.
